I would like to see the workings and assumptions made for the figures
given. That has not been provided. It should be in the full cost benefit
analysis.
Cost estimates for the scheme was provided by a Senior Engineer within the
Highway Design team using pricing from 2022/23 when scheme was in
development. Alongside this a 20% risk allocation was included to mitigate
any on site issues and inflationary costs.
Workings and assumptions can be found in the attached Active Mode
Appraisal Tool (AMAT). The AMAT is a spreadsheet-based tool published by
the Department for Transport (DfT) for assessing the overall benefits and
costs of proposed walking and cycling interventions, ranging from capital
investments to behaviour change programmes. AMAT is designed to be
consistent with UK Government guidance on policy appraisal including the
HM Treasury Green Book and Department for Transport, Transport Analysis
Guidance (TAG). By quantifying the key impacts of a proposed intervention,
AMAT helps provide decision-makers with as full a view as possible about
impacts on transport users, the environment, society and the economy. AMAT
also provides a measure of the ‘Value for Money’ of a proposed
intervention, in the form of a benefit-cost ratio (BCR)
Uplifts within the AMAT were used following the Sustrans economic toolkit
with guidance followed for a mix of on and off-road cycling interventions
and pedestrian interventions.
