We refer to the above matter and write further to our acknowledgement
email of 7^th October 2022. Your request for information has been
processed by Ards and North Down Borough Council and please see the
Council’s response below.

 

Please provide details of the sale of land of the former Bangor Leisure
Centre on Castle Park Road and its adjacent carpark to Premier Inn and to
Bangor Central Integrated Primary School:

 

•             Please detail how much the land was valued at time of sale
and how much the council received for the sale of this land to the two
parties.

 

i.                     Sale of land to Conway Group (this is where the
hotel is now located) – we hold no recorded information as regards a
valuation price, but Council was represented by its agent Land and
Property Services in this transaction and received £261,500 (5% of this
was paid as a deposit in January 2016 and the balance paid in September
2017). A condition of the sale was that the purchaser would be responsible
for the demolition works.

 

ii.                   Sale of land to South Eastern Education Library
Board (SEELB) – this was valued by Council’s agent, Land and Property
Services, at £200,000 full unencumbered market value (March 2015). The
Council received £200,000 from SEELB in April 2015 for the land.

 

 

•             Please also detail the rationale and decision making process
to actually sell the land/carpark to the EA/Bangor Central PS

 

• At the Legacy North Down Borough Council’s Policy and Resources
Committee meeting of February 2014 Elected Members were updated on the
then ongoing plan to sell all or part of the former Bangor Castle
Leisure Centre site.
• An attempt to dispose of the site had 2011/12 failed. The site was
placed on the open market for public sale again in early 2013, which
resulted in a number of offers. The Department for Regional
Development had submitted an offer for the Lot that encompassed the
building footprint but subsequently withdrew its offer.
• February 2014’s Policy and Resources Committee considered the options
available to the Legacy Council and recommended the site be
re-advertised on the open market in two separate Lots, but not as a
whole, whilst concurrently seeking Land and Property Service advice as
to the current market value for both Lots.
• TDK advertised the Lots for sale with a closing date of 12 noon on 3rd
April 2014.
• At the Legacy North Down Borough Council’s Policy and Resources
Committee meeting of April 2014 Elected Members recommended that the
Council enter into contract negotiations with the then South Eastern
Education and Library Board for the sale of Lot 2 (the car park), at a
price to be determined by the District Valuer. The Legacy North Down
Borough Council approved the recommendation at its meeting of May
2014.
