In view of the decision taken by a Council official to sell a plot of land at Lowfield to “Yorspace” for £300,000, would you please advise
1. What conditions have been placed on the sale requiring that the stakeholders in Yorkspace and the dwelling occupiers are:
a) York residents
b) have low incomes
c) are in housing need (e.g. on the housing waiting list)
2. Please indicate how any such conditions will be enforced, and by whom, for second and subsequent generation stakeholders
3. Please advise how the costs of providing off site infrastructure work (parking, services, roads, S106 costs, etc.) will be apportioned to the Yorspace organisation
4. The sale is conditional on “the council providing the site serviced to an agreed level”. Please provide a copy of any documents which indicate what this “agreed level” comprises and the cost to the Council of providing such standards?
5. Please explain who will own the parking spaces shown on the Yorspace planning application and who will be responsible for their allocation, cleaning and long-term maintenance.
6. Please confirm that any existing boundary railings, which separate the Yorspace site from Council owned land/houses, will be retained unless adjacent site occupiers agree to any change.

Thank you for your correspondence about the way the Council is dealing
with your information request. You are concerned that the Council has not
responded to your request within the statutory time scale.
 
On review, it appears that the Council has not provided you with a
response with the statutory time scale. I apologise for this.
 
I have now asked the service area to respond to your request as a matter
of urgency.
 
The Council has a robust monitoring system in place to help ensure time
scales are met.  Council Officers also work hard to ensure the Council
meets statutory obligations.  Unfortunately, on limited occasions, meeting
timescales is not possible.  When this happens, late responses are logged,
reported on,   and feed into performance reviews, which allow us to take
steps, where necessary, to improve our processes.
 
Once again, I apologise for the delay.
