17 December 2015

Dear Mr James

We are writing further to your e-mail dated 19 November 2015 requesting
information about salary overpayments.

Whilst we acknowledge that there has been errors, it should be noted that
over the course of the last three financial years, the East Midlands
Ambulance Service NHS Trust employed an average of 2,700 staff, of whom
all who were provided with payslips each and every month for the three
financial years in question.  During that period of time, roughly 97,200
separate payslips were made (being 2,700 employees multiplied by 36
separate payslips each). Most importantly however, the Trust does reclaim
overpayment to staff in line with our Losses and Compensation Policy,
which can be found attached above.

Overpayments took place on 360 separate occasions during this three year
time period which, divided by 99,000 separate payslips, equates to
overpayments happening only 0.00364% of the time. Having said this, the
information which can be disclosed is to be found below.

The questions you have raised along with their answers can be found below:

1)     Please confirm the number of overpayments made to employees that
left your trust in 2012/2013, 2013/2014 and 2014/2015. These are salary
payments incorrectly made to employees for periods after they have left.
We can confirm that there were a total of 142 overpayments made to staff
that left the Trust in the 2012/2013 financial year.  This is compared to
80 in 2013/2014 and 138 in 2014/2015.

2)     Please confirm the gross values of the overpayments made to
employees that left your trust in in 2012/2013, 2013/2014 and 2014/2015.
We can confirm that the gross value of overpayments made to employees that
left EMAS in 2012/2013 totalled £190,577.55.  This is compared to
£167,770.06 in 2013/2014 and £176,290.47 in 2014/2015.

3)     Please confirm the value of overpayments recovered from staff in
2012/2013, 2013/2014 and 2014/2015.  The total amount of overpayments
recovered from staff in the 2012/2013 financial year totalled £27,898.17.
This is compared to £34,821.57 in 2013/2014 and £26,447.80 in 2014/2015.

Yours Sincerely

Matthew Williams
