Following my earlier acknowledgement, please find below and attached, the
answers to your questions relating to information regarding the NHS Wales
Shared Services Partnership (NWSSP) Managing Director.

 

The questions and answers to each are below.

 

Please can you provide me with the following information regarding the
Managing Director.

 

Q1. Current Salary

 

The current salary of the Managing director is within the salary banding
of £130k to £135k.

 

Information has been provided in salary bandings of £5k increments that is
based on official Information Commissioner’s Office (ICO) guidance around
“Requests for personal data about public authority employees”. There is an
expectation of staff that only broad salary levels or pay bands (as
specified in ICO policy) would be disclosed.  This information is also
readily available in annual accounts and is publicly searchable, so we
believe that the NWSSP has complied within the spirit of the act by
providing you with the information.

 

It is important to note that the Managing Director’s post is evaluated
independently by Welsh Government under their Executive Senior Pay
arrangements.

Q4. Qualifications

 

The Managing Director has all the requisite qualifications in order to
perform the duties expected in this position. This was assessed and
matched against the job description during the recruitment process.

 

However, in accordance with NWSSP’s obligations under current Data
Protection legislation, and as required by section 40(2) of the Freedom of
Information Act (2000), we are not obliged to supply a specific list of
the Managing Director’s qualifications as it is subject to a statutory
exemption to the right of access.

 

In this instance the exemption has been applied as disclosure of the
information you have requested is personal data. Disclosure of this
personal data would be a breach of the legislation, specifically the first
principle which requires all processing of personal data to be fair and
lawful. It would not be fair to disclose this personal information when
the individual in question has no expectation it would be disclosed and
the NWSSP has not satisfied one of the conditions which would make the
processing ‘fair’.

 

This exemption to the right of access to information is an absolute
exemption and not subject to an assessment of whether the public interest
favours use of the exemption.

 

Q5. Number of days spent on professional development since the post holder
has been in post

 

The Managing Director has over 25 sessions of internal professional
development recorded on ESR and has also attended a further 50 days of
training provided by external organisations such as accountancy bodies,
the Wales Audit Office and the Healthcare Financial Management
Association.
