Dear M. Majeur,
We have completed the compilation of information in response to your
request.
We can confirm that we do hold information of the description specified in
your request and this information is attached with further explanation
below.
****************YOUR REQUEST AND UCL’S RESPONSE****************
“Please can you specify the annual salary of all Directors of Professional
Services ([1]https://www.ucl.ac.uk/about/who/leadersh...) over the
last five years, in £5k bands if required.”
We provide the annual salaries of all Directors of Professional Services
as listed on the Leadership Team webpage that you have specified above in
the attached PDF document.
Some of the information you have requested has been withheld as it is
personal data and is exempt from disclosure under section 40(2) and (3A)
of the Freedom of Information Act, the personal data exemption. This
states:
“(2) Any information to which a request for information relates is also
exempt information if—
(a) it constitutes personal data which does not fall within subsection
(1), and
(b) the first, second or third condition below is satisfied.
(3A)The first condition is that the disclosure of the information to a
member of the public otherwise than under this Act—
(a)would contravene any of the data protection principles, or
(b)would do so if the exemptions in section 24(1) of the Data Protection
Act 2018 (manual unstructured data held by public authorities) were
disregarded.”
Specifically, we have withheld personal data of Directors of Professional
Services on the Leadership Team who do not fall within the definition of
‘senior staff’ as set out in the [2]ICO’s Definition Document for
universities and other Higher Education institutions because it would
breach data protection legislation to disclose this information, in
particular the first data protection principle concerning fair and lawful
processing of personal data. Similarly, we have banded salaries in £10k
bands rather than the £5k bands as you suggested on the grounds that
disclosure of bands of less than £10k would be beyond the reasonable
expectations of those individuals and therefore not be fair.
****************YOUR REQUEST AND UCL’S RESPONSE****************
If you are unhappy with our response to your request and wish to make a
complaint or request a review of our decision, please email
[3][email address]. We note that you have asked for an internal
review for this request but this was before you received our response from
UCL so we have not proceeded to review. Now that you have received our
response if you would like an internal review of the way your request has
been handled please email [4][UCL request email] with the words ‘Internal
Review’ in the subject and be marked For the Attention of the Vice Provost
Operations, alternatively you should write to:
Vice Provost Operations
University College London
Bidborough House
London WC1E 7HB
Please note, complaints and requests for internal review received more
than two months after the initial decision will not be handled.
If you are not content with the outcome of the internal review, you may
apply directly to the Information Commissioner at the address given
below. You should do this within two months of our final decision.
If you have any queries or concerns, please contact me using the details
provided in this letter and including the request reference number.

Dear M. Majeur,
Further to our below e-mail, it has come to our attention that the data
provided to you on the 3^rd June 2019 needs to be amended.
We attach our amended response in the attached PDF document.
Some of the information you have requested has been withheld as it is
personal data and is exempt from disclosure under section 40(2) and (3A)
of the Freedom of Information Act, the personal data exemption. This
states:
“(2) Any information to which a request for information relates is also
exempt information if—

(b) the first, second or third condition below is satisfied.
(3A)The first condition is that the disclosure of the information to a

disregarded.”
Specifically, we have withheld personal data of Directors of Professional
Services on the Leadership Team who do not fall within the definition of
‘senior staff’ as set out in the [1]ICO’s Definition Document for
universities and other Higher Education institutions because we believe
that disclosure of this information is likely to contravene the first data
protection principle concerning fair and lawful processing of personal
data. Similarly, we have banded salaries in £10k bands in order to ensure
such disclosure is within the reasonable expectations of those
individuals.
Please accept our apologies for the error and any inconvenience caused.
