Salaries and fees

We're waiting for Alexandra Tieghi to read a recent response and update the status.

Dear University of Warwick,

I request the following information under the Freedom of Information Act:

1) Breakdown of expected salaries, or average salaries for graduates from undergraduate degrees in years 2008/2009 to 2013/2014 included, by subject. If average salaries for recent EU (non-UK) or international (non-EU) graduates are available, I would like those to be shared as well.

2) Tuition fees charged to first-year international students for undergraduate degrees in years 2008/2009 to 2013/2014 included, broken down by subject.

Yours faithfully,

Alexandra Tieghi

Dear Alexandra,

Thank you for submitting an FOI request, asking for information from the
University of Warwick.  We will need send the first part of your request
onto the department within the University that handles the University's
Destinations of Leavers from Higher Education survey to best inform us of
the average salaries for graduates from undergraduate degrees in the years
stated. However, before we continue could you please note the following :

•        The University will only be able to provide you with information
gathered from the Destinations of Leavers from Higher Education survey
from those Graduates who have responded to the survey - therefore this may
not include all Graduates from the University of Warwick. Furthermore the
University will only hold data regarding the salaries of these students at
the time the survey was completed to formulate an average figure if they
volunteered this information to us during the course of the survey, so
again this data may not be representative of all graduates the University
of Warwick.

Can you confirm this will be acceptable for the purposes of part 1) of
your request?

We look forward to hearing from you. The University will be unable to
proceed with your request until you have provided the requested
information. Please note that the 20 working day statutory time limit does
not begin until clarification has been received and we will close your
request in 20 working days if we receive no reply.

Kind Regards

Dear infocompliance, Resource,

Yes, this is definitely acceptable.

infocompliance, Resource, University of Warwick

Dear Alexandra,

We have forwarded your request onto the departments in question and they
have noted the following:

·         The University of Warwick only has the data available for
2011/12 onwards from the Destinations of Leavers from Higher Education
survey, are you happy to receive the data for just 2011/12 – 2013/14, or
2011/12 – 2015/16, which is the latest data available

·         As you have requested states 2008/2009 to 2013/2014 ‘included’
do you mean average salaries for that period inclusive, and not split by
year?

·         The University will be able to provide salaries for those in
full-time employment only as part-time salaries can have a misleading
impact on averages.

·         The University generally only uses UK salaries for comparison,
because salaries differ so much between different countries and because
HESA response rate targets are lower for EU and overseas students than
they are for UK students. The Team responsible for this data has noted
that the University could investigate if there are enough responses
available to give robust data, but needs you to understand the limitations
of this data also – how would you like to proceed in this regard?

We look forward to hearing from you.

Kind Regards

Dear Information and Data Compliance team,

Thank you for your reply.

1) Data from 2011/12 to 2015/16 would be quite alright, thanks. Is there an estimate for when data for 2016/17 will be available?

2) I would ask for data split by year. Apologies for the misunderstanding.

3) This would be acceptable.

4) Thanks, I would appreciate if you could investigate this. If possible, I would request the response rates to be provided as well, in order to be able to screen properly the data during analysis.

Yours sincerely,

Alexandra Tieghi

Dear Alexandra,

Thank you for your patience whilst we deal with your FOI request and for
all the clarification points you have noted for us in the previous emails

Please note that public authorities are not obliged to work past the
appropriate costs limit under section 12(1) of the Freedom of Information
Act 2000. This is currently £450, which equates to 18 hours of staff time
calculated at £25 an hour as set out in the Freedom of Information and
Data Protection (Appropriate Limit and Fees) Regulations 2004.

Due to the complexity of your Freedom of Information Request the
University estimates would take in excess of the 18 hours allowed under
the Freedom of Information Act therefore the cost of complying with the
request would exceed the appropriate limit, therefore it is advised for
you to submit a refined request.

As you have asked for this information in the following format:

•                    Splits by home, EU, overseas (3 splits)

•                    For each of the above, splits by year, 2011/12 to
2015/16 (5 splits)

•                    For each of the above, splits by subject; we only
have the data by department and not by JACS subject code. For departments,
there could be c30 splits.

Overall this means up to 450 different splits (3x5x30).  We would also
need to provide median salaries as well as averages due to some anomalous
data.  Median salary calculations are much more difficult to automate than
average salaries.  Finally, we would need to indicate where salaries are
based on less than 5 responses, otherwise the data could be quite
misleading.

The University is obliged to offer guidance as to what would be manageable
under the costs limit so with that in mind, it would be able to complete
the work if you are happy to have the data aggregated over 5 years in the
first instance, rather than split by year.

This would mean 3 x 30 possible splits. This still has a rather large
possibility of exceeding the cost limit and therefore the University would
also recommend that the data for either:

•                    Home, EU, overseas (3 splits) – be excluded or

•                    Subject be amalgamated to the original departments
and not by JACS subject code.

If this refinement would be of interest to you then please submit a
refined request stating what you would like the request to cover.

If you do submit a refined request, the University will treat it as a
substitute request to your original request below. In the absence of a
refined request, the University will send an official response to your
original request, engaging the costs limit exemption under section 12(1)
of the Freedom of Information Act 2000 within the 20 working day limit.

Kind Regards

Dear Legal Compliance Team,

thank you for your reply.

As the proposed data would not be effective for my needs, I withdraw point 1) of my request.
I noticed that you provided no information on the feasibility of point 2), i.e. the average tuition fees charged to international non-EU students by subject by year. If feasible, I would request that data alone.

Yours sincerely,

Alexandra Tieghi

infocompliance, Resource, University of Warwick

Dear Alexandra,

Thank you for your emails dated 4^th, 5^th and 15^th February,  2018
requesting information about the University of Warwick. Your request is
being considered under the Freedom of Information Act 2000. Please find
below your original request and our response.

I request the following information under the Freedom of Information Act:

1) Breakdown of expected salaries, or average salaries for graduates from
undergraduate degrees in years 2008/2009 to 2013/2014 included, by
subject. If average salaries for recent EU (non-UK) or international
(non-EU) graduates are available, I would like those to be shared as well.

2) Tuition fees charged to first-year international students for
undergraduate degrees in years 2008/2009 to 2013/2014 included, broken
down by subject.

After seeking clarification regarding the information sought and the
University’s ability to only be able to provide information from the
Destinations of Leavers from Higher Education survey you noted the
following:

Yes, this is definitely acceptable.

After seeking further clarification you provide the following information:

·         Data from 2011/12 to 2015/16 would be quite alright, thanks. Is
there an estimate for when data for 2016/17 will be available?

·         I would ask for data split by year. Apologies for the
misunderstanding.

·         This would be acceptable.

·         Thanks, I would appreciate if you could investigate this. If
possible, I would request the response rates to be provided as well, in
order to be able to screen properly the data during analysis.

Finally, after informing you of the University’s inability to provide you
with the information sought due to the complexity of the Freedom of
Information Request and requesting a refinement on 9^th February 2018. You
noted the following:

As the proposed data would not be effective for my needs, I withdraw point
1) of my request.

I noticed that you provided no information on the feasibility of point 2),
i.e. the average tuition fees charged to international non-EU students by
subject by year. If feasible, I would request that data alone.

Therefore, please find the information requested for part 2 of your FOI
