Dear Mr Imran Khan Niazi
Thank you for your e-mail of 25th September, in which you ask for information following the
Home Secretary’s visit to Pakistan. You requested the following information:
• Any declaration or treaty signed between Pakistan and UK about illegal immigrants
or Pakistani immigrants in UK, or deportation of illegal immigrants.
• Details of documents/treaty signed for the exchange of criminals and money
launderers, or Pakistan citizens, and corruption money invested in the UK.
• Details of any treaties/declarations/contracts or any other document signed or
updated between the UK and Pakistan.
You also requested for the current treaty between Pakistan and the UK regarding illegal
immigrants and money launderers to be shared with you.
Your request has been handled as a request for information under the Freedom of
Information Act 2000.
During the Home Secretary’s visit to Pakistan in September, there were no treaties or
documents signed. While there were no documents or treaties signed during the visit, the
government did announce a new UK-Pakistan partnership on accountability to tackle illicit
finance – a priority for the new Pakistani government. The partnership includes £500,000
support to Pakistan to enable them to pursue money launderers and to recover assets.
This was a verbal agreement committing to closer working through an Accountability
Partnership.
With regard to the current treaty between Pakistan and the UK in relation to illegal
immigrants and money launderers, there is no specific bilateral treaty between the UK and
Pakistan. Our ability to work with the Government of Pakistan in these areas is
underpinned by a series of multilateral agreements that both governments are party to.
These are available to view publicly and include the following agreements:
• European Union Readmission Agreement
• 1988 United Nations Convention against Illicit Traffic in Narcotic Drugs and
Psychotropic Substances ('Vienna Convention')
• 2000 United Nations Convention against Transnational Organised Crime 2000
('UNTOC')
• 2003 United Nations Convention against Corruption ('UNCAC')
• 2011 Commonwealth Scheme Relating to Mutual Assistance in Criminal Matters
('Harare Scheme')
If you are dissatisfied with this response you may request an independent internal review
of our handling of your request by submitting a complaint within two months to
xxxxxxxxxxx@xxxxxxxxxx.xxx.xxx.xx, quoting reference 50340. If you ask for an internal
review, it would be helpful if you could say why you are dissatisfied with the response.
As part of any internal review the Department's handling of your information request would
be reassessed by staff who were not involved in providing you with this response. If you
were to remain dissatisfied after an internal review, you would have a right of complaint to
the Information Commissioner as established by section 50 of the FOIA.
Yours sincerely
