Dear Foreign and Commonwealth Office,

Please provide me with an electronic copy of all specific communications between the FCO, the Governor of St Helena, the Administrator of Ascension, the Administrator of Tristan da Cunha and/or any combination of these, from within the last twelve months. By 'specific communications' I mean to exclude generic FCO-to-post circulars, since I am only interested in materials directly relating to these specific islands.

In the event that the cost-threshold becomes involved, please exclude communications solely between the FCO and the Governor of St Helena. If this is still too expensive, also limit the request to refer to 2011 only.

Dear Mr Elibank,

Thank you for your email of 20 June 2011 where you requested an “electronic copy of all specific communications between the FCO, the Governor of St Helena, the Administrator of Ascension, the Administrator of Tristan da Cunha and/or any combination of these, from within the last twelve months.”

From our preliminary assessment, it is clear that we will not be able to answer your request without further clarification. To provide you with the information on the scale that you have requested would require searches to be conducted by every Department and individual officer within the FCO who might have been in contact with the mentioned Overseas Territories. Even your suggested reduced search, excluding FCO - St Helena communications and looking at 2011 only, would require very extensive and widespread searches.

Under section 1(3) of the Freedom of Information Act (FOIA), a public authority need not comply with a request unless any further information reasonably required to locate the information is supplied. If a request is too broad or general in nature, then public authorities have a duty to provide advice and assistance to the applicant in order to focus the request.

I am therefore writing to ask you to consider clarifying the scope of your request. E.g. you could specify particular departments, types of information or communication or a particular subject that you are interested in.

We will then accept your revised request and establish whether we hold any information relating to them before considering the appropriate course of action.

Thank you for your e-mail of 14th July 2011, which we have logged as a new
FOI request. From your messages e-mails of 20th of June and 12th July, we
understand that you are now asking for electronic copies of all specific
communications between the FCO and the Governor of St. Helena since 1st
January 2011. I am afraid that as currently drafted the work involved in
answering your request would still exceed the section 12 FOIA cost limit.
We are therefore unable to proceed with it at the moment. If however you
were able to narrow the request by

a) subject matter and b) a shorter time span, we would of course be happy
to consider that request.
