Safety of schools in Hertfordshire

We're waiting for Steve Bick to read a recent response and update the status.

Dear Hertfordshire County Council,

Who is the Assistant Director of Property at present?

How many schools do Hertfordshire County Council have maintenance obligations for?

A Health and Safety Executive HSE eBulletin sent at 11-01-2019 03:57 PM GMT reinforced a wider call for proportionate management arrangements for buildings containing Reinforced Autoclaved Aerated Concrete (RAAC).

The recommended steps include ensuring those with maintenance obligations have identified any RAAC property in their portfolio. It's not possible to guess - a physical inspection is needed.

Today is the 24th of January 2021. It has been over two years since the bulletin. As of today:
- How many schools that you have maintenance obligations for have been physically inspected by Hertfordshire County Council for the presence of reinforced aerated autoclaved concrete?
- How many schools have yet to be physically inspected?
- What is being done to ensure the safety of children at these schools in the meantime?

Your request for information has been considered under the Environmental
Information Regulations 2004 I can confirm that Hertfordshire County
Council does hold the information you have requested, and can respond as
follows:-

 

1.      Who is the Assistant Director of Property at present?

Sass Pledger is the Assistant Director of Property at Hertfordshire County
Council.

 

2.      How many schools do Hertfordshire County Council have maintenance
obligations for?

HCC is responsible for a total of 230 maintained schools including,
community, nursery, foundation and voluntary controlled sites.  All sites
have been surveyed to determine whether there may be a presence of RAAC
within any of the site structures, and further inspections have been
scheduled for those schools affected.

All schools have been contacted and made aware of the risk and the link

has been shared with them.  All schools, where RAAC may be present have
been written to advising them that a programme of surveys is being
undertaken.  Hertfordshire County Council have a schools Health and Safety
team who are able to provide support and Hertfordshire County Council has
a dedicated contact address for property related building queries.

 

HSE guidance advises that ‘day-to-day running of the school including
responsibility for the health and safety of staff and pupils is normally
delegated to the head teacher and school management team. They have a key
role in making sure risks are managed effectively on site.’

Dear Hertfordshire County Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Hertfordshire County Council's handling of my FOI request 'Safety of schools in Hertfordshire'.

I asked specifically "How many schools that you have maintenance obligations for have been PHYSICALLY INSPECTED by Hertfordshire County Council for the presence of reinforced aerated autoclaved concrete?".

The response did not provide a quantity but glossed over the question.

I believe the answer might be zero?

I would like question answered please.
