Thank you for your request received by Transport for London (TfL) on 29
June 2023 asking for information about TfL Piers.
Your request has been considered under the requirements of the Freedom of
Information Act 2000 and our information access policy. I can confirm that
we do hold the information you require.
How frequently are your piers surveyed for their integrity and safety with
regard the vessels that use them.
All TfL’s piers are subject to a comprehensive programme of preventative
maintenance which includes extensive safety and structural checks ranging
from daily to annual inspections as required. Inspections are undertaken
by TfL’s specialist civil engineering contractor.
What is the design capability of Tower Millennium Pier, with regard to
passenger capacity, vessel dimensions and passenger
embarkation/disembarkation?
What is the design capability of Greenwich Pier, with regard to passenger
capacity, vessel dimensions and passenger embarkation/disembarkation?
The design capacities of Tower and Greenwich piers for vessels are
dictated by the tested capacities of the mooring bollards at the piers.
Mooring bollards along the front berthing face of the pier have been
tested to a 6 tonne pull load whereas mooring bollards at back face of
piers have been tested to a 3 tonne pull load. TfL assesses all vessels
before issuing a licence to use a TfL pier to ensure they operate within
this specification. In addition, TfL reviews vessel operational procedures
to ensure passengers can board and disembark safely.
TfL maintains detailed operational plans for each pier, ensuring customers
are managed safely for all types of services that operate form the piers.
It should also be noted that due to the nature of Greenwich Pier’s
construction, all passengers are queued at the entrance to the pier until
vessels arrive where passengers can be adequately managed.

TfL holds a pan-piers River Works Licence with the Port of London
Authority for the piers that TfL own. We have attached this document for
your reference.
Please note that some information has been redacted as it is subject to a
statutory exemption to the right of access to information under section
43(2). In this instance the section 43(2) exemption has been applied as
disclosure would, or would be likely to prejudice our commercial
interests. Disclosure of cost information could hinder TfL’s ability to
negotiate the best value for money for similar services in the future.
The use of this exemption is subject to an assessment of the public
interest in relation to the disclosure of the information concerned. We
recognise the need for openness and transparency by public authorities,
particularly where the expenditure of public money is concerned, but in
this instance the public interest in ensuring that we are able to obtain
the best value for public money outweighs the general public interest in
increasing transparency of our processes.
In accordance with TfL’s obligations under Data Protection legislation
some personal data has also been removed, as required by section 40(2) of
the FOI Act. This is because disclosure of this personal data would be a
breach of the legislation, specifically the first principle which requires
all processing of personal data to be fair and lawful. It would not be
fair to disclose this personal information when the individuals have no
expectation it would be disclosed and TfL has not satisfied one of the
conditions which would make the processing ‘fair’.
