Dear Colin Adkins

Thank you for your request for information on 13th September about:
Safeguarding Referrals From South Wales Police

Please see the response to your request below:

Please advise me how many referrals children's safeguarding received from
South Wales Police in respect of the alleged conduct of their own officers
towards children for the last two complete recorded years and the grounds
of the referral.
5 referrals made for Section 5 Allegations Against Practitioners/Positions
of Trust received during 2021/ 2022 where the identified occupation was
that of a Police Officer.
We are unable to provide any details of what was being referred and this
information could potentially lead to the identification of individuals
and therefore a section 40 (FOIA) exemption applies, details of this
exemption can be found below:

Section 40 – Personal Information
It is considered that this exemption under Section 40(2) of the Act
applies, namely that some of the information is personal information and
all personal details are protected under the Data Protection Act 2018
legislation. The Council cannot disclose personal information where to do
so would breach any of the data protection principles.
In this case, we consider that to release the details of the referrals
could lead to the identification of individuals, and any consent of the
individuals would not be given therefore disclosure would breach the
rights of these individuals under the Act.

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to:

c/o The Monitoring Officer – [email address]

Or by post to The Monitoring Officer, Civic Offices, Holton Road, Barry,
CF63 4RU.

Please remember to quote the reference number above in any future
communications.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision.
