Safeguarding: Policy and Procedure

The request was successful.

Dear Orkney College,

Can you please supply a copy of your safeguarding policy and procedure, or point me to it: I don't see it published on your website?
Does your college have a named safeguarding officer?
If your college was considering enrolling a student who was listed on the sex offenders register, how would you deal with such a situation?
What is your risk assessment procedure in such a situation?
What types of mitigation would you consider as a result of any risk assessment procedure?

Yours faithfully,

Mrs Maclean

Dear Madam

Freedom of Information (Scotland) Act 2002 – Request for Information

I refer to your email dated 8 January 2018 and received on 8 January 2018, our reference is FOI 2018-0017.

I am pleased to give the information you requested and hope that it meets your requirements.

1. Can you please supply a copy of your safeguarding policy and procedure, or point me to it: I don't see it published on your website? Please see attached

2. Does your college have a named safeguarding officer? Please see attached, section 4.2, page 10/11

3. If your college was considering enrolling a student who was listed on the sex offenders register, how would you deal with such a situation?

We are notified of the status of an potential student as a registered sex offender by either the Police or the Criminal Justice Social Work service. The Safeguarding Co-ordinator would meet with the Lead professional who would share the information required to inform a risk assessment in relation to individual attending College or College led activities

4. What is your risk assessment procedure in such a situation?

The risk assessment is undertaken by fellow Safeguarding Advisor and Safeguarding Co-ordinator together with a key member of staff from the relevant course team. Risks are assessed in terms of severity and likelihood of harm. Control measures are identified where necessary. The risk assessment is shared with the potential student, the lead professional and College staff on a need to know basis.

5. What types of mitigation would you consider as a result of any risk assessment procedure?

Any relevant mitigation would be considered through the MAPPA (Multi Agency Public Protection Arrangements) process and would inform the advice provided by the lead professional. The risk assessment for College attendance is informed by this advice.

You have the right to request a review of the decision if you are not satisfied with the way we have handled your request. Please write to: Head of Legal Services, Council Offices, School Place, Kirkwall, Orkney, KW15 1NY or email to [email address] to make this request. The law gives you up to 60 working days from when we received your enquiry or 40 working days from when you receive this correspondence, whichever is the later date.

Where the outcome of the review fails to resolve the matter to your complete satisfaction you have the right to apply to the Scottish Information Commissioner for a decision, within six months of the date of the decision to a request for a review, or within six months from when we should have responded to your request for a review, whichever is the later date.
