Dear Barnet Borough Council,

1.Please state the number of individual Safeguarding concerns / resident or family complaints raised to Barnet Council against Carlton Court Care Home in the following years: 2014, 2015, 2016, 2017 and to date 2018.

2. Please state the areas of concern (Medication provision / Staffing / Supervision / Falls / Abuse & Neglect).

3. Please state the outcomes taken in 2016 and 2017 in respect to residents safeguarding's raised.

4. Please state the number of unannounced daytime visits made to Carlton Court during 2016 and 2017.

5. Please state the number of unannounced night visits made to Carton Court during 2016 and 2017

6. Please confirm if the council were informed of the number of times Police were called to the property in 2016 and 2017, Please state what action was taken by the Council.

7. Please state whether you are monitoring the number of A & E admission from this "care home" in the years 2015, 2016 and 2017.

8. Please state what action the council has taken to encourage better night time supervision of those in communal areas given long standing night time short staff and a considerable increase in resident falls in 2016 and 2017. (Often after 8pm 2 carers, 1 nurse to over 26 residents).

9. Please state why you have failed to contact to discuss with the family of [redacted] the 18 months of institutional abuse, medication issues, poor hygiene issues, staffing, provision of prescribed pads ... and been unwilling to view recorded information, statements and notes.

10. Do you think you are best placed to protect the vulnerable (whether financed by the state or privately) in a considerable list of poor and inadequate care homes within the London Borough of Barnet.

We need clarity what types of visits are referred to, we won't hold data
on visits undertaken by operational or other council staff?

5. Please state the number of unannounced night visits made to Carton
Court during 2016 and 2017
We need clarity what types of visits are referred to, we won't hold data
on visits undertaken by operational or other council staff?

6. Please confirm if the council were informed of the number of times
Police were called to the property in 2016 and 2017, Please state what
action was taken by the Council.
We do not hold this information. An FOI request would be best submitted to
the Met Police for this data.

7. Please state whether you are monitoring the number of A & E admission
from this "care home" in the years 2015, 2016 and 2017.
The council works jointly with Barnet CCG and local health partners to
monitor and reduce the levels of unplanned admissions to hospital from
local care homes.

8. Please state what action the council has taken to encourage better
night time supervision of those in communal areas given long standing
night time short staff and a considerable increase in resident falls in
2016 and 2017. (Often after 8pm 2 carers, 1 nurse to over 26 residents).

9. Please state why you have failed to contact to discuss with the family

Unfortunately we are unable to process your request fully without further
clarification. 
 
This is because we need further information/ details from you in order to
identify and locate the information. I should be grateful if you would
provide clarity on questions 4, 5 and 7.  Advise on obtaining information
for your Question 6 is above.

We need clarity what types of visits are referred to, we won't hold data
on visits undertaken by operational or other council staff?
 

If we do not receive the clarification requested we will be unable to
process your request.  If we do not hear from you by 20th March 2018 we
will take it that you do not wish to pursue this request and will consider
the request closed.

Please note that when you provide clarification the period for
compliance(20 working days) restarts.  The compliance date for response to

Dear Belinda Puaar,

Requested Clarification:

Query 4 - "unannounced visits" - inspections carried out jointly with CQC or separately in relation to Safeguarding incidents or monitoring of recommendations as a result of previous investigations/ongoing recommendations by Social Services / CQC.

Query 5 - "unannounced night visits" - see above refers to context of safeguarding investigations etc.

Query 6 - please re-read the question as it does not relate to information held by the Met Police. "Please confirm if the COUNCIL were INFORMED ..." You should note that the Council is obliged to hold this information as every Police attendance to the property would by process raise a Safeguarding Alert to the LA. ... if it has ...WHY NOT?

Query 7 - thank you for the clarity - I will make a separate request in respect to the number of "unplanned admissions" (dehydration etc)., from Carlton Court and other "care" homes in the LB of Barnet. (I am aware both upon recent experience at the North Mid and from information from other LA the number of "unplanned admissions" and the percentage that could have been avoided is unacceptable. What's further disgusting is sweet ** is done about it...and fees are still paid to the private providers.)

I hope I have provided the clarification requested. Councillor Salinger still won't answer why he turned up to this care home during an embargo/ss investigations - he doesn't normally make a habit of visiting care homes in the Borough!

In the meantime Queries 1 - 3, 9 and 10 .... you could have provided an answer by now. Query 1 is requesting historic data that should be readily available and audited.

Not unexpectedly, getting to the bottom of my Mother's and other's horrendous experience at Carlton Court is providing difficult to get the information despite due allegedly being observed. This goes for Councillor Salinger, Barnet Social Services, Herts Valley CCG and the sloppy CQC. Odd when it cost £1200 per week plus we had to have 3 additional private carers (wages totalling nearly £600 per week)in order to ensure my Mother was toileted, given adequate time to eat with support, adequate hydration, personal hygiene (staff didn't know how to use bath went on for 18 months!) and so ...
