S. 31 applications and their outcome in London and the North East

The request was partially successful.

Gianni Pischedda

Dear Children and Family Court Advisory Support Service,

Can you please provide the following information:
• The number of applications for ‘Section 31’ care orders that were bought before the courts in London (by individual borough) and the North East
• The number of applications for ‘Section 31’ care orders that were successful in both London (by individual borough) and the North East

I would like this information broken down by:
• year (either calendar or fiscal year) for the period from 2012 to 2020
• ethnicity of the mother (using either the GSS’s 18 ethnic categories or your own)

London and the North East region as defined by the ONS definition

I would also like to receive the information in an excel spreadsheet or .csv.

If you are unable to provide me with this information, or the cost of providing it exceeds the limit outlined in Section 12 of the Act, could you provide help and assistance to me to refine my request so you can provide the information to me as required by Section 16 of the Act.

Yours faithfully,

Gianni Pischedda

Dear Gianni Pischedda,

Cafcass may hold some information relevant to your request. However, we
are unable to proceed with your request without further clarification.

Section 1(3) of the Freedom of Information Act states that where a public
authority reasonably requires further information in order to identify and
locate the information requested, and has informed the applicant of that
requirement, the authority is not obliged to comply with subsection (1)
unless it is supplied with that further information.

We would therefore be grateful if you could clarify the following
points:

The number of applications for ‘Section 31’ care orders that were
successful in both London (by individual borough) and the North East -
What is the definition of ‘successful’? We only have legal outputs which
we group i.e. Care or care and placement, Supervision or supervision and
SGO, other and where the outcome is unknown/not recorded on our system.
Would you be happy for us to respond using this breakdown?

London and the North East region as defined by the ONS definition – Our
data is based on Service Areas, which may not match with ONS regions.
Would you still like this data?

Please send your clarified request to [1][email address]. Please
note that as per the Information Commissioner’s Office guidance, the
20-working day timeframe will commence the next working day following
receipt of the clarified request.
