I note that in your response to FOI request ref. no 132280, you quote an email received by Ryan Reino of Lambeth Finance Department. The part of his email which I am concerned with is the following:

I know that other London council's via the London Revenues Group do not
reply to these requests.

1. In which London Revenues Group meeting Ryan was told this.
2. The name(s) of the individual(s) who gave Ryan this advice.
3. The post/job description and department in the LRG that these individual(s) had.
4. I want the minutes of that minutes, or a link to them if they are online.
5. I wish to have the contents of any emails you have access to regarding this information LRG have given Ryan, with any personal data(names etc) omitted or blacked out.

FOI 138919 Response

I am advised by Mr Reino that-

"I am unable to reply to the points he has requested as I have no records
to refer to or pass on. My comment did not state that "empty property
lists" was an agenda item and discussed at an LRG meeting, only that I
knew via the LRG this was the case. The LRG allows for networking and lots
issues are discussed both via a formal agenda and via the networking
opportunities such a meeting offers. I have discussed this matter
informally with many LRG members, but I do not think FOI covers
conversation had while networking.

I trust this deals with this FOI".

Please do not respond to my personal email address as this is my last day
at Lambeth Council and any messages sent to this address will not be
received by Lambeth Council.

Dear Gardner1,Richard,

Ryan was not 'networking' while obtaining the information I am after, he was having those conversations in his capacity as an officer of lambeth council. In any case they are covered by the FOIA and I am astonished nobody in lambeth council seems aware of this fact. So tell Ryan that no this does not deal with this FOI, and he would do well to read the Act. I'm expecting to receive that information, and furthermore I wish to add one point:

- I wish to know which councils the people Ryan communicated with where working for.

I have concluded the following:-

can only apologise for this human error. Please note however that Richard

I can confirm that the Freedom of Information Act covers recorded
information only, where information is not recorded (held) it is not
covered under the Freedom of Information Act, any conversations that Mr
Ryan Reino had that were neither recorded or held by Lambeth Council is
not covered.
