Dear Mr Stephens,

Freedom of Information Request 2011/14389

Thank you for your recent request under the Freedom of Information Act
2000 which was received in this office on the 10th January 2011.

Section 1 of the Freedom of Information Act 2000 (FOIA) places two duties
on public authorities. Unless exemptions apply, the first duty at, Section
1(1) (a), is to confirm or deny whether the information specified in a
request is held. The second duty at, Section1 (1) (b), is to disclose
information that has been confirmed as being held.

Under the provisions of those sections of FOIA, I can confirm that
information you requested is partially held by Gwent Police for the below
questions so we are only able to partially comply with your request to
supply data.

The information that you are seeking is in relation to the following:

Q1. The total running cost of 1 TETRA HANDHELD TERMINAL for a period of
1year.

A1. The force does not produce unit costing's for its Airwave units. The
number of units in circulation in each of the last two years was 2,045,
you may choose to divide the total costing information provided in
question 2 by this figure to come up with an approximate costing.
Q2. The total running cost of ALL TETRA TERMINALS this includes HANDHELDS,
MOBILE, BASE UNITS ETC for a period of 1 year.
A2. Please note the following qualifications:
Annual costs of running the Airwave system have varied considerably over
its lifetime due to changes in staffing, methods of managing the service
and units in use. One year costs also require an assumption as to the
replacement cycles for equipment and at the present time the force is
finding cycles are longer than had been originally forecast which means
annual replacement costs are falling. Some Airwave duties are carried out
by members of the ICT staff and there is no recharge of these costs to
Airwave within force, therefore these costs are not captured within
Airwave costing's.
The Annual revenue costs of the Airwave system in 2009-10 was *347,271
annualised capital costs were *230,556, giving an total annualised cost of
*577,827.
Q3. The total running cost of the old style ANALOGUE RADIO HANDHELD
TERMINAL for a period of one year prior to the introduction of the digital
network.
A3. Gwent Police ceased to use he analogue radio system in 2003 . As such
financial information relating to the analogue system is no longer
retained in our financial systems
Q4. The total running cost of ALL ANALOGUE RADIO TERMINALS. This includes
HANDHELDS, MOBILE, BASE UNITS, and REPEATERS ETC for a period of 1 year,
this is prior to the introduction of the digital network.
A4. This information is no longer retained in our financial systems.
Q5. The total running cost of ALL TETRA TERMINALS this includes HANDHELDS,
MOBILE, BASE UNITS ETC since your force changed to the AIRWAVE/TETRA
network. This is not to include the initial purchase of terminals but is
to include any other costs incurred in gaining access to network.
A5. Total running costs of the system until 31st December 2010, excluding
purchase costs for all terminals (handheld, vehicle or desktop) was
*4,312,000. Please note this includes the cost of replacing the initial
handsets when due.
Q6. The total running cost of ALL ANALOGUE RADIO TERMINALS this includes
HANDHELDS, MOBILE, BASE UNITS, REPEATERS ETC for a period matching the
timescale of Q5. i.e. if your force has only been on the AIRWAVE/TETRA
network for 2 years and 4mths please only give the running costs for 2
years and 4mths of the analogue system.
A6. This information is no longer retained in our financial systems.
Q7. The total amount of TETRA TERMINALS that have been reported As being
lost QTY & *.
A7. Total handsets stolen 15, total lost 11, total lost and stolen 26. At
Current Market Cost of handset, battery and Antenna *13,000.
Q8. The total amount of ANALOGUE RADIOS that were reported as being lost
QTY & * for a period matching the timescale of Q7.
A8. This information is no longer retained in our financial systems.
The Freedom of Information Act is a public disclosure regime, not a
private regime. Any information disclosed under the Act is thereafter
deemed to be in the public domain, and therefore freely available to the
general public and will be published on the Gwent Police website.

I hope this information is satisfactory to your request however, should
