Rules of proceedings
Dear Privy Council Office,
I am making a request under the Freedom of Information Act 2000. I’m requesting the rules of proceedings, or any such governing documents regarding the Privy Council and its meetings, be attached, in their corresponding formats.
I am also requesting information in regard to the appointment or selection of an acting Lord President when the Lord President is not present, which, to my knowledge, is of importance and relevance in the meetings of 7 April 2010, 9 January 2013, and 12 February 2013.

Freedom of Information Request
Thank you for your Freedom of Information request below. Your request is,
however, being treated as 'normal business', outside the terms of the Act,
as I believe this will be most helpful to you.
Whilst we do not have ‘rules of proceedings’, there are a number of
sources that set out the role and function of the Privy Council. Chapter 1
of the Cabinet Manual

sets out the role of the Privy Council and how meetings are conducted. The
House of Commons library also produce an informative briefing document on
the Privy Council

Additionally, I also attach a document setting out a digest of the
procedure used by Privy Council Office staff in the lead up to the making
of various Orders of and in Council.
The List of Business published on the website of the Privy Council Office

includes all business approved at a Privy Council meeting.
You also ask about the "appointment or selection" of an acting Lord
President.
In the event that the Lord President is unable to attend a meeting of the
Privy Council, this Office will identify a senior Privy Counsellor (and
member of the Cabinet) and invite them to act as Lord President to preside
over that meeting. This is naturally determined by their availability.
There are no formalities around this ad hoc role.
