Dear Rugby Borough Council,

Thank you for your response; however, this does not answer my question:

"Please confirm which areas of the district are charged the "Rugby Town Area" levy."

In our ward and property band we pay an additional £79.19 to a line item titled "Rugby Town Area".

Please will you expedite the response...

Yours faithfully,

Jamie

Dear Richard,

Thank you for your response; however, again this does not answer the original FOI.

I will again re-word the request as follows:

Which Wards within Rugby District have the following charge on their COUNCIL TAX BILL: - Rugby Town Area

To help, on my bill for this year it is the line item just above the total.

Yours sincerely,

Jamie

Richard Moore, Rugby Borough Council

Dear Jamie, our Electoral Services team tell me the following wards are included in the Town Centre Area;

Admirals & Cawston
Benn

Hope this is the information you wanted.

Best wishes

Dear Richard Moore,

Thank you for your response

As "Senior Revenues Officer" I would have anticipate you to known which areas pay the "levy", as I would expect your department is responsible to ensure it is collected and record how it is spent.

Going back to the original request, I asked: -
Please confirm which areas of the district are charged the "Rugby Town Area" levy.
Please confirm the rate of charge per Property Value Band.

Please will you now confirm the second part, i.e., what are the different areas and property value band being charged. If collection of "Council Tax" does not fall within your remit, please pass this to whom so ever it does.

Now that you have established

Yours sincerely,

Jamie

Dear Richard Moore,

Thank you again for your response; however, I feel we are "talking" past each other.

The question is about the additional c.£79 extra we are being charged.

Yours sincerely,

Jamie

Richard Moore, Rugby Borough Council

Hi Jamie, I'm sorry but I am at a bit of a loss as to how I can help you further.

You asked for a list of all the areas that were included in the Rugby Town Area, I have provided you with a list of streets and wards.

You asked for a list of the different areas and property charges, I have sent you the public notice showing all the parishes (incl the Rugby Town area) and each banding charge for each.

What is it about the £79 for the Rugby Town area that you want to know? I can then try to answer it myself or redirect your enquiry to someone more appropriate.

Best wishes

Dear Richard Moore,

Thank you for your reply.

I was asking for confirmation of the areas who pay the addition "Rugby Town Area" tax. I was slightly confused as you provided a list of roads, rather than the list Wards requested; however, by omission I should be able to glean the Wards from the Council Tax notice. Please let me know if it is not this "simple".

The second part of the question was to confirm whether different property bands payed a different amount of "Rugby Town Area" tax. If you would confirm these rates, or confirm there is a single rate this should close this item for me.

Yours sincerely,

Jamie

HI Jamie, I did send you a list of the wards that fall within the Rugby Town Area. I have copied them below;

Admirals & Cawston
Benn
Bilton
Coton & Boughton
Eastlands
Hillmorton
New Bilton
Newbold & Brownsover
Paddox
Rokeby & Overslade

I also sent you a list of the charges for each banding for each parish, including the Rugby Town Area. I have attached this again for you.

So as an example, if you live in a band B property in Bilton you will pay £1,691.11 before any discounts are calculated. You can compare this to all other parishes within the area.

I hope this answers your questions.

Dear Richard Moore,

Thank you again, and apologies, I forgot you sent the list of Wards.

On my bill I see for 2023/24 the line item of "Rugby Town Area" showing a charge of £79.19 for a property valuation band D. To help clarify this further, this is different to the line item of "Rugby Borough Council" which is shown a charge of £164.82.

Please will you confirm if the "Rugby Town Area" tax rate is charged the same for all other valuation bands, e.g., is a valuation band 'A' charged the same as a valuation band 'E'.

Finally, is the "Rugby Town Area" tax charged the same in each Ward , e.g., is a valuation band 'E' in Bilton charged the same as a valuation band 'E' in Eastlands.

Yours sincerely,

Jamie

Richard Moore, Rugby Borough Council

Hi Jamie, so all properties pay to Rugby Borough Council, Warwickshire County Council, the Police and for Adult Social Care. The amount (£ per band) is the same regardless of where you live, whether it be Binley Woods, Churchover, Rugby Town etc.

Then there is a parish charge which will vary depending on what each parish council needs. For those living in the Rugby Town Area (according to the ward list previously sent) they will pay the additional amount set for that area. You either pay a parish charge OR the Rugby Town area charge, NOT both.

How the amount of the charge for the Rugby Town Area is determined, I don't know.

Hope this helps, let me know if you need anything else.

Best wishes

Dear Richard Moore,

Thank you for the response.

Are you able to advise who determines what each property valuation band pays for the "Rugby Town Area" Tax?

Yours sincerely,

Jamie
