I write in connection with your request for information which was received
by the Metropolitan Police Service (MPS) on 16/10/2011.  I note you seek

The quickest and easiest way to have the decision looked at again is
to telephone the case officer that is nominated at the end of your
decision letter.

That person will be able to discuss the decision, explain any issues
and assist with any problems.

Complaint

If you are dissatisfied with the handling procedures or the decision
of the MPS made under the Freedom of Information Act 2000 (the Act)
regarding access to information you can lodge a complaint with the MPS
to have the decision reviewed.

Following receipt of your request searches were conducted within the MPS
to locate information relevant to your request.

EXTENT OF SEARCHES TO LOCATE INFORMATION

To locate the information relevant to your request searches were conducted
at Specialist Crime Directorate (SCD) and Central Command Complex (CCC).

RESULT OF SEARCHES

The searches failed to locate any information relevant to your request,
therefore, the information you have requested is not held by the MPS.

Under section 16 of the Act I would like to provide you with some
additional advice and assistance by advising you that only Police Officers
and Police Staff with appropriate access rights have access to MPS
systems.  RSPCA officers do not have direct access to any police systems.
 The RSPCA often have local agreements with Police Forces where they can
ask for checks (mainly PNC) to be done and if this is the case there would
also be an agreement in place such as a Memorandum of Understanding or
Information Sharing Protocol and it would be a designated Police SPOC to
RSPCA SPOC via the Data Protection Act (DPA) sec 29(3).  Any official
request the RSPCA make to the Police would be covered by DPA Sec 29(3) and
risk assessed by the Police before any response is made.
