RSPB Parking Meters at South Stack
Dear Isle of Anglesey Council,
I have recently been told that IOACC have, in their capacity as landlord, given the RSPB permission to install parking meters at the South Stack Site. I have searched your website, but unfortunately have not been able to find any information regarding this matter, but if it is published there I would appreciate a link to the correct area. Please note, I'm not referring to the forthcoming planning meeting which is obviously a separate matter.
May I ask the following regarding this matter please:
1. Is this information correct (I believe that the RSPB were informed that the Council had no objection to this action)?
If the information is correct, can I also ask:
2. What justification was supplied to the Council by the RSPB for siting meters at this location.
3. Who (by name or position) was the responsible person for taking such a decision and did they in fact agree to the request?
4. If the post holder at para 3 was not an elected councillor, what democratic oversight was put in place and was there agreement from the elected representative(s).

Questions:-

Answer:-
1. Landlords consent has been sought and provided, subject to the receipt
of planning approval.
2. The justification provided by the RSPB included:
a) To provide additional income to support ongoing operations and new
developments at South Stack.
b) To improve car parking capacity and traffic flow.
c) To lessen the deficit that the RSPB reserve currently operates at.
3. Formal decision making on property management matters has been
delegated to officers via the Head of Service (Highways, Waste & Property)
through the Council's constitutional delegation and more specifically
through the Council's Asset Management Policy and Procedures document.
4. Democratic oversight was conducted through consultation only.
Observations were sought from relevant local members for consideration
prior to the decision to provide Landlord's consent.

Thank you for your reply to my recent FOI request, however may I ask for clarification on 2 points please:

The use of the word "included" may suggest that there were other justifications, can you check if this is the case please, if there are can I request that they also be included.
4. "relevant local members". Can I confirm that this means that only the 3 Councillors for the ward were consulted please.

Good afternoon Mr.Sharman,
Please find below clarification in regard to your FOI Request:-
The RSPB provided a briefing paper to the Council which was labelled 'confidential'. This document contained details that 'included' the justifications previously provided. Without obtaining permission from the RSPB to release the 'confidential' document I cannot expand on the information I have already provided.
The 3 local members were consulted, and their observations taken into consideration when arriving at the decision to give conditional Landlord's consent. This does not mean the local members were necessarily supportive of the application. Such decisions are delegated to officers as previously stated.
