Royal Artillery Hunt illegal hunting on Salisbury Plain

Dear Defence and Infrastructure Organisation,
In relation to hunting licences granted for ‘trail’ hunting on Salisbury Plain. Please will you provide, under the Freedom of Information Act:
1. Copy of each licence, for 2022 to 2023 season, including terms, dates and supporting map detail.
2. How have MOD monitored hunting activities to ensure licence compliance, including dates and any actions/advice given?
3. What evidence do you have a trail is laid as per terms of licence? Do you receive details of the ‘trail’ prior to commencement, if not why not? What liquid is supposedly used as a trail? Recognising trail hunting can be used as a false alibi for illegal activities and MOD police action taken against the Royal Artillery Hunt for illegal hunting
4. What complaints has DIO received against the ‘trail hunting’ activities on Salisbury Plain, I have complained with the video evidence of illegal hunting used by the police for their prosecution against the Royal Artillery Hunt, so should include this at least?
5. What knowledge does DIO know about the police action against the Royal Artillery Hunt, including 1. MOD prosecution for illegal hunting October 2021, 2. police action against Royal Artillery Hunt support on Boxing Day and 3. also for driving offence of hunt support red card holder driving dangerously at monitor’s vehicle
6. As Royal Artillery Hunt out of control hounds killed foxes on both Christmas eve and Boxing day, as per the ‘accident kill forms’ submitted, what is DIO doing to prevent further kills and how many ‘accidents’ are permitted until action is taken?

Dear DIO Sec-Parli (MULTIUSER),

Thank you for your response and please find my clarification below.
By ‘complaint’ I mean, any report or notification relating to unsatisfactory or unacceptable behaviour by the Royal Artillery Hunt on Salisbury Plain, this would include for example:
• Out of control hounds risk to public safety and illegal hunting, e.g.
o Deer chased for considerable distance and across public road in front of car on 4th December 2021 – MOD Police did not pursue legal prosecution as their focus was on the prosecution for illegal hunting that Charles Carter was charged for.
o Deer chased for considerable distance and across public road in front of car on October 22nd 2022 – currently under investigation, MOD Police are/have interviewed Charles Carter.
o Fox killed on 24th December 2021 – reported on ‘mammal accident kill form’
o Fox killed 27th December 2021 – reported on ‘mammal accident kill form’
o Fox killed on 29th October 2022 – awaiting FOI reply for ‘mammal accident kill form’
• Abusive behaviour by hunt members, e.g.
o Trail hunter threatening behaviour on 5th November 2022, reported to MOD Police and DIO
o Driving offence of hunt support red card holder driving dangerously at another vehicle (police took action)

Complaint could be from:
• MOD Police and CPS (who charged Charles Carter with illegal hunting on 30th October 2021 – did not proceed after court appearance for plea hearing as his defence identified the admin error of filing with Swindon Court a day late – not innocent MOD Police and CPS believed illegal hunting took place).
• MOD/Wiltshire Police and Landmarc, including the ‘incident log’ – which includes concerns and complaints received by members of the public using the Plain reporting out of control hounds and illegal hunting
• Members of the public (who have emailed DIO directly), for which I know there are many
• Members of Parliament and NGO’s, for which I know there have been complaints raised and refusal by DIO to engage – if you disagree please advise and I will remind you from whom and you can now engage.

Time period: June 2021 to current time (as you process this request – which will be from 21st November onwards) – please state the cut-off timing used.

There is public, NGO and MP concern with the lack of transparency by DIO, based on a previous FIO response during the legal proceedings against the hunt and as the licence was issued knowing the RAH behaviour of consistent illegal hunting.
