Dear Welsh Government,

I wondered if any Studies had perhaps yet been completed on staff and public confidence in the accuracy of the Annual Performance Appraisal Report (PAR) System in the Welsh Civil Service? In view of Investor concerns about the NI experience are any such studies perhaps in the course of preparation?

Is there perhaps any record of routine forensically based Quality Assurance checks being carried out on disowned or apparently tampered PARs both to ensure staff confidence that authors were who they said they were and (when Outsourcers were involved,) as a basic Management check on their overall performance.
