Dear Department for Transport,
Rail Delivery Group (RDG) continue to make regular changes to the Routeing Guide. It is unclear if these changes - which legally require your approval - are being made lawfully.
To take just one example out of thousands of journey opportunities now being denied to customers, GREAT YARMOUTH to PURFLEET now has no fares available for any reasonable journey opportunity; a search for this journey on websites such as https://www.thetrainline.com produces errors such as "No tickets available".
In this particular example, the negative easement introduced by RDG is as follows:
"700747 Customers from Manningtree or travelling via Manningtree to Barking, Dagenham Dock, Rainham (Essex) or Purfleet on tickets routed (00000) ANY PERMITTED may not travel via Stratford (London), London Liverpool Street or London Fenchurch Street. This circuitous route easement applies in both directions."
Please disclose all correspondence with RDG regarding the changes published by RDG on 15 November 2017.
If you granted permission for these changes, please explain your reasoning.
If you did not grant permission, please detail any actions you are taking, or considering taking, regarding RDG's non compliance with their legal obligations.
