Dear Sir or Madam,

Please would you tell me:

1)How many roundabouts in the county are now "sponsored".

2)Please provide a list showing the location of each sponsored roundabout and the name of the sponsoring body for each one.

3)In the 2007/08 financial year how much revenue did the council receive from roundabout sponsorship schemes.

4)In the 2007/08 how much is it estimated that roundabout sponsorship schemes saved in terms of public expenditure that would otherwise have been made.

5)To what extent have the figures in 4 and 5 above been reflected in council tax bills?

6)What conditions are sponsors contractually obliged to observe to ensure that developments and planting schemes are environmentally responsible and sustainable?

7)Are sponsors required to use local contractors and local materials wherever possible?

8)Are sponsors required to observe the particular nature and character of the area?

9)Are sponsors required to preserve mature trees and plant native species?

10)Do local residents have any say in the planting and/or other developments carried out by corporate sponsors?

11)What arrangements exist to ensure local residents have oversight of sponsorship schemes affecting their localities?

12)What alternatives to sponsorship has the council considered? For example local management of roundabouts by communities?

I refer to your request for information regarding roundabouts, which was
received on 24^th November, 2008 and has been dealt with under the Freedom
of Information Act 2000.

I will respond to your request in the order you presented it using your
numbered points as headings for ease of reference:

1. How many roundabouts in the county are now "sponsored".

One roundabout is currently sponsored.

2. Please provide a list showing the location of each sponsored roundabout
and the name of the sponsoring body for each one.

This is the main roundabout on the A484 serving the Parc Trostre retail
park, Llanelli.  Four signs on the roundabout are sponsored by a company
called Sheds & Chalets.  I can confirm that the Council’s sponsorship
arrangements are confined to signage. 

3. In the 2007/08 financial year how much revenue did the council receive
from roundabout sponsorship schemes.

As the scheme referred to above has only recently been agreed, no income
has as yet been received and therefore no revenue was received during the
2007/08 financial year.

4. In the 2007/08 how much is it estimated that roundabout sponsorship
schemes saved in terms of public expenditure that would otherwise have
been made.

As 3. above, no income was received.

5. To what extent have the figures in 4 and 5 above been reflected in
Council Tax bills?

As 3. above.

6. What conditions are sponsors contractually obliged to observe to ensure
that developments and planting schemes are environmentally responsible and
sustainable?

8. Are sponsors required to use local contractors and local materials
wherever possible?

9. Are sponsors required to observe the particular nature and character of
the area?

10. Are sponsors required to preserve mature trees and plant native
species?

11. Do local residents have any say in the planting and/or other
developments carried out by corporate sponsors?

12. What arrangements exist to ensure local residents have oversight of
sponsorship schemes affecting their localities?

13. What alternatives to sponsorship has the Council considered? For
example local management of roundabouts by communities?

In response to questions 6-13, I can confirm that sponsors do not
maintain, landscape or plant roundabouts. As stated above, the sponsorship
schemes are limited to signage.

Therefore, the sponsor’s only input or involvement in the process is in
relation to the wording included on the standard signage, for example, the
company name/logo with appropriate message/slogan etc.

However, I can confirm that roundabout sponsorship schemes must go through
the planning process before any signage is erected.

Maintenance of roundabouts is in the main carried out by the Council’s
Street Scene division.

In view of the above, as these questions are not directly relevant to the
type of sponsorship arrangements the Council would enter into, we do not
therefore hold any relevant information.

14. How many roundabouts are managed by local communities?

None.
