Rotherhithe Movement Plan (Transport) PCU information

Dear Southwark Borough Council,

Please can you provide to me the following information:

a) Details of the "Lower Road two-way working ~ Traffic Flows" show on the map provide at
https://consultations.southwark.gov.uk/p...
Are the numbers shown counts? Are they PCU statistics? If PCU, do you have a breakdown of how the PCU was calculated? You should have it calculate PCU's and it will be quick and cheap to provide.

b) On 29 Jul 2019 Cabinet Member Richard Livingstone tweeted on Twitter [6:26pm] "It's certainly challenging, but our detailed work with @TfL has concluded that this is the best way to both improve bus times & reliability & implement Cycle Highway 4" Who decided - concluded - that the Rotherhithe Movement Plan as currently proposed is "is the best way "? And when? Prior to consulting with and involving the public and residential street communities affected. You should already have this information and it should be quick and cheap to provide.

c) The Rotherhithe Movement Plan has been revised 11 times since June 2017 (Revisions A to K). Revision I-J includes "Improvement to public realm incorporated" and revision K "additional greening added". Please can I have a list of all councillors, companies, business, groups and organisations that were in correspondence with Southwark Council about the Rotherhithe Movement Plan prior to it being published on your website for consultation? Groups including cycling organisations. All those who influenced the "final design" agreed for consultation. You have a detailed plan so should already have this information and it should be quick and cheap to provide.

d) Please can you provide me with a list of dates and times Southwark councillors attended briefings about the Rotherhithe Movement Plan since 12 October 2017? Transport Department staff should have this info in their diaries / notes and it should be quick and cheap to provide.

This request is in the public interest because Southwark Council has policy not to increase through traffic along residential streets. There is a climate emergency, and a health emergency and residents do not want more traffic driving past their homes. Southwark Cabinet also agreed an approach called "Asset Based Community Development" for all departments and the Rotherhithe Movement Plan has disregarded that policy. DFT counts show 21,922 motor vehicles using Rotherhithe Old Road. Residents need to understand the "Lower Road two-way working ~ Traffic Flows" PCU statistics to comment on them. They are easily misunderstood as motor traffic counts. Understanding what kinds of traffic comprises the PCU calculation will know more about affect on pollution and noise etc. When Southwark spends over 4 years making a plan and fails to involve residents affected by the plan until a public consultation it is in the interest to know who has been involved and how the plan has been revised and responded to their lobbying / comments / suggestions. Holding elected representatives to account is very important and there are periodic opportunities to deselect representatives who fail to stand up for, or look out for, constituents. Dust, particles (including plastics and from brakes), exhaust emissions and other traffic pollution are very harmful to babies, children and adults.
