Dear Chelmsford Borough Council,

I received the information below from the CBC recently and would
like to know in detail what exactly are the recommendations that
are being implemented especially in West and Admirals parks.
Also why a report that was completed in October 2009 on such an
important thing as River safety, with actions that need
implementation, have had to wait until at least after April 2011
for anything to begin to be acted on.
Further to this why have the recommendations been agreed to be
implemented by just the Council Management Team and the River User
Group all of whom will most likely never set foot in the parks in
question.
At the same time please explain why people who will benefit, or
otherwise, from these decisions on our behalf behind closed doors ,
ie Park Users who walk along these river banks, will have no say in
the matter whatsoever.

I need to pre-empt a possible reply that I have been belatedly
offered, and have accepted the offer, of a copy of this report and
therefore the FOI answered.
This would not be the correct thing to do and would like the
answers shown on this website.

In respect of the RoSPA report, this was considered by the
Council’s Management Team on 26th January as previously advised to
you and it was agreed that the recommendations in the report should
be implemented. Water safety is an important and sensitive issue
and the independent RoSPA report was commissioned to test, evaluate
and improve the use of Public Rescue Equipment (PRE) to ensure
appropriate levels of river safety along the rivers Wid, Can and
Chelmer and at the following specific locations: Sandford Mill,
Boleyn Gardens, the lake in Central Park and the lake at Hylands
Park. A consultation on the findings of the RoSPA review was
undertaken with the River User Group which includes, amongst
others, bodies such as the Chelmer Canal Trust, Essex and Suffolk
Water and the Environment Agency.

The next step is for the agreed recommendations to be discussed at
a meeting of the River User Group at their planned meeting in April
2011

Dear Mr Sargent

We are in receipt of the following:

1. Request 60144 Cycle Safety user notices received 28.1.2011 - this is a
County Council matter and you should contact them accordingly.

2. Request 60144C Email dated 1.2.2011 12.00 hrs - this is not an FOI
request. It appears to be a complaint that CBC are ignoring all FOI emails
and have been since the beginning of December 2010. This is incorrect.
There has been regular correspondence and communication between June Clare
and yourself. A comprehensive review of all complaints, FOI and EIR was
conducted recently and you are now in receipt of this response.

3. Request number 60174 received 2.2.2011 this has been referred to the
Parks Department for reply.

Dear Mr Sargent,

Management Team agreed to support the recommendations set out in the
report to rationalise the number and location of lifebelt stations and to
install improved safety, hazard and identification signage as suggested by
RoSPA and in accordance with National Water Safety Committee Guidelines

In particularly that:

§ Lifebelt stations are rationalised involving the removal of 29 stations
and the repositioning of 12 stations (out of 63), with the remaining 22 to
be maintained as existing (i.e. retaining 34 out of 63 PRE stations)

§ Risk assessments are updated to reflect these changes and the provision
of grab-lines and escape ladders are retained as per the current
arrangements

§ Lifebelt stations are provided with appropriate safety, hazard and
identification signage as suggested by RoSPA and in accordance with
National Water Safety Committee Guidelines.

It was agreed that these actions should be completed by September 2011 if
possible.

The provision of throw lines to lifebelts was not considered to be
feasible or practical in providing an effective and reliable solution.
This suggested adaptation, therefore, will not be implemented.

To demonstrate the detail implications in West and Admirals Park, Paul Van
Damme proposes to meet on site so that he can explain and show the
proposed changes in the park. The following dates and times are available
for such a visit; 16th February 2011 10.00am on the bridge between
Admirals Park and West Park; or 17th February 2011 11.00am. Could you
please confirm which of these two dates you would be prefer or if neither
of them are convenient perhaps suggest a couple of alternatives.

Dear FOI Mailbox,

Would you confirm then that you will not be implementing the most
important recommendation that the lifebuoys are made fit for
purpose (RNLI and RoSPA advice in the report I have).
The remaining half of the lifebelt stations will have lots of money
spent on signs etc but will still be completely unfit for purpose.
