 Our response:

Under FOI Section 1(1) Any person making a request for information to a
public authority is entitled (a) to be informed in writing by the public
authority whether it holds information of the description specified in the
request (b) if that is the case, to have that information communicated to
them.  

 

Wandsworth Council does not hold any such information. The authority does
not hold information relating to individual staff that may have been
employed by a contractor. Consequently, the answer to Section 1(1)(a) is
NO and thus our further duty under 1(1)(b) does not arise on this
occasion.

I am writing to request an internal review of Wandsworth Borough Council's handling of my FOI request 'Roger Gleaves Child Abuser'.
My request was

"Roger Gleaves, notorious paedophile and child abuser worked for Wandsworth Council until 1981

When did Roger Gleaves work for Wandsworth Council, and what jobs did he do with dates?
What efforts has Wandsworth Council made to check whether he abused any children in Wandsworths care?
What was Roger Gleaves sacked for?
How did the Council found out about his true past? "

Your answer was "Wandsworth Council does not hold any such information. The authority does
not hold information relating to individual staff that may have been
employed by a contractor. Consequently, the answer to Section 1(1)(a) is
NO and thus our further duty under 1(1)(b) does not arise on this
occasion. "
I do not understand why whether he was a contractor impacts on information held, apart from the first question. However even for that question it would have seen to be sensible to find out when he was working when the Council found out he was a serial child abuser.

You have failed to answer "what efforts Wandsworth Council made Roger Gleaves made to check whether he abused any children in Wandsworths care?" Surely Wandsworth would have done even if he was a contractor as the children were under the care of the council. Please address my FOI request in this matter.

The newspaper article states that Gleaves was sacked by Wandsworth Council, are you saying he was not ?

You failed to answer how the Council found out about Gleaves true past, please address this point, again it is nothing to do with him being a contractor.

As you imply that Gleaves was employed by a contractor, can you please tell me who this was and what information you have on what information is held about this for you to know that

Contrary to your suggestion that this was asked in my further questions it was asked in my original foi and is irrespective of whether Gleaves worked for Wandsworth Council or not.

It appears that also you have failed to address the issue of how Wandsworth Council found out about his true past ( as a child abuser)
You state, (somewhat beyond your remit it seems), that timescale does not fit in with my blog post, (which one so that there is no mistake?), but if you mean this post, it was from 2014, and was the first post attempting an overview of his life from public data and may not be definitive in all aspects. When are you assuming that Wandsworth Council found out about Gleaves true past, and what dates are you assuming he may or may not have worked for Wandsworth Council? I know more about Gleaves than most, and I am not making any assumptions on these things.

that you looked at?

 

Adult Social Services and Children’s Services Departments hold information
about the adults and children they support; records go back to the 1940s
relating to children who were in care.

Children’s Services and Adult Social Services share an archive store for
old paper records. All the files within the Archives are social care files
about individuals who have received or are receiving a service from
Children’s Services/Adult Social Services.

Children’s Services and Adult Social Services also store adult/children’s
social care records via our system called Mosaic.

HR hold microfiche personnel records going back to 1960s.

 

 2. Have the council deleted any records on Roger Gleaves?

 

Not applicable (see 4 below).

 

 3. Has the council a list of all deleted files and those given to the
national archives?

 

Not applicable. 

 

 4. What efforts has the council made to check whether Gleaves abused
children in the care of Wandsworth irrespective of whether Gleaves
worked for the council or not

 

Children’s Services have searched their safeguarding files for information
on allegations and investigations relating Roger Gleaves. No information
was found. HR searched the microfiche files referred to above and found no
information pertaining to this individual.
