Oxfordshire County Council replied from an email address with a local part (before the "@") of FOI-E&E.

The valid, but unusual, use of the & sign in the email address may have caused the problem here.

Replying again and selecting the option to reply to the main FOI email address for the council will get around the problem.

I have asked the WhatDoTheyKnow developers to investigate what happened.
