Dear Buckinghamshire County Council,

Under the general requirements of the Freedom of Information Act 2000, I should be grateful if you would provide the following information in relation to Penn Bottom,Beaconsfield and in particular the section between Noakes Lane and Clay Street.

1) Dates of all safety inspections undertaken on the carriageway in the past two years.
2) Details of all carriageway defects identified during safety inspections in the past two years.
3) Details of how carriageway safety inspections are undertaken, including whether walked or driven, the speed of the inspection vehicle and the number of persons in the vehicle.
4) The intended frequency of carriageway safety inspections.
5) Details of all complaints and/or enquiries relating to the carriageway, received in the past two years.
6) The hierarchy classification.
7) The road/section number.
8) The defect intervention criteria adopted in relation to the identification of all categories of carriageway potholes.
9) The time period(s) adopted between identification and repair (temporary and permanent) of all categories of carriageway defects.
10) Whether or not the authority has formally adopted all or part of the standards contained within the national code of practice for highways maintenance management.

ENVIRONMENTAL INFORMATION REGULATIONS 2004 - INFORMATION REQUEST

 

Thank you for contacting Buckinghamshire County Council.

 

Your request for information has now been considered and the information
you have requested is as follows and attached.

The dates of the safety inspections carried out on Penn Bottom, Penn, as
well as all defects identified and complaints received for the two years
preceding your request dated 05 May 2013, are detailed in the attached
copy documents. (Please note that our database records this length of
carriageway as Penn Bottom, Penn which extends from Gravelly Way, Penn to
Clay Street, Knotty Green). If however, you require more information
covering a different section of Penn Bottom, Penn please do not hesitate
to contact us.

Penn Bottom, Penn is an unclassified road and numbered U241. As such
inspections are carried out at least once a year. In this particular case
carriageway inspections are carried out two times per year. There is no
road section number.

 

Safety inspections of the carriageway are undertaken from a moving vehicle
travelling at a maximum speed of 20mph with two persons present in the
vehicle due to the classification of the road.

 

Hierarchy classification: This road is deemed to be maintenance category
4b which is an Urban/Rural Unclassified road.

 

The defect intervention criteria for a category 1 carriageway defect is 40
mm or greater in depth and 300 mm in length or width.

 

The time period for a repair to be carried out after identification of a
category 1 defect would be within a period of 24 hours for a pothole that
meets the above criteria. If a temporary repair is undertaken to a
category 1 defect, then a permanent repair will be carried out within 28
days. Other, less severe defects or larger structural problems will be
programmed for appropriate repair over a longer time period, generally
between 7 to 28 days, or as part of a routine maintenance programme and
would depend on the severity of the defect.

 

The Council's current inspection policy was originally reviewed and set in
accordance with the National Code of Practice following it's publication
in 1989.
