Environmental Information Regulations 2004 Your request for information has been considered by Warwickshire County Council
under the Environmental Information Regulations 2004.
Please be advised that some of the information you requested is not held by
Warwickshire County Council. Therefore regulation 12(4)(a) applies to your request.
Regulation 12(4)(a) provides an exception to the duty to disclose information when
information is not held.
You asked us:
Road works, Heath End Road, Nuneaton The following information is in respect of the Greenmoor Road junction scheme that we
believe your request is in respect of.
Please provide information on the following: 1.) when are the permanent traffic lights going to be installed and functioning? The traffic signals infrastructure has been installed and we are scheduled to
commission this on the 4th November 2024.
2.) why is there a five minute delay on the lights changing?
We have assumed that
this is in reference to the temporary lights. This could be the
setting for a whole cycle to be completed considering it is a three-arm junction. We have
notified the Traffic Management contractor, Traffix, about this and I understand they
have made adjustments for the lights to have a maximum green phase for each arm of
the junction to keep the traffic flowing. The lights are monitored daily.
3.) why has there been a stop on work being carried out? The main part of the works has been completed by our Contractor. We currently have a
sub-contractor out on site undertaking various pieces of works such as electrical
connections to supply lighting columns and another sub-contractor working on getting
the permanent signals commissioned. Our main contractor is in and out of the site
carrying out various pieces of work to rectify identified defects. We are schedule
complete all these remaining pieces of work by 1st November 2024.
4.) when are the paths including manhole covers going to be completed and
made safe? All these works are parts of the works being completed by our main contractor and they
will be on site from 24th October 2024 with a view to completing these works by 1st
November 2024.
5.) why has work seemingly stopped on this project? Our contractor encountered some issues with the programming however as mentioned
in point 2 and 3 above they will be on site from 24th October to complete remaining
works.
6.) are WCC monitoring the traffic flow and serious congestion since work
began? We would not normally monitor during roadworks as these are temporary impacts. We
however currently have monitoring devices out on site, collecting data as this is needed
for updating traffic models. Unfortunately, there is never a perfect time to undertake
surveys as there is always some level of disruption on the network. The key focus is
monitoring of the permanent works as that gives us the indication of whether we are
meeting our objectives set out from our transport assessments.
7.) are WCC monitoring car exhaust emissions and pollution (due to traffic being
at a standstill) compared to previous readings? With regards to emissions monitoring, again these are temporary impacts and
emissions monitoring would not normally take place in these circumstances.
Please be advised that emissions monitoring is the responsibility of the borough council;
Nuneaton and Bedworth Borough Council (NBBC) and not the county council WCC.

8.) how have the delays impacted ambulances who attend patients and who have
to relay them to the GE hospital?
We make every effort where possible to ensure emergency vehicles are able to go
through the lights with minimal delay if any. As with general traffic it is hoped that other
motorists are considerate and move aside to allow emergency vehicles through. The
traffic signal sub-contractor has an operative on site who is monitoring the traffic and is
able to adjust the settings to help traffic flow through if a particular section is becoming
congested. In the event of an emergency vehicle needing to get through, this would help
the situation.
