Please can you provide a list of Roads & Streets which have received speed limit reductions since 1st Jan 2010 in the Borough along with the reasons for and data associated with the decisions to make reductions to the speed limits.

Thank you for your FOI request and this is now being considered within the
statutory framework. The due date for a response to be issued is by
14/12/2020. We will contact you should we require further information to

Please be aware the legislation define a number of exemptions (Exceptions
for Environmental Information Regulations (EIR)) which may prevent release
of some or all of information you have requested. Your request will be
reviewed and if any of the exemption categories apply, then this
information will not be provided.

If collating the information you have requested, is going to exceed the
appropriate limit then your request will be refused on the grounds of
‘Manifestly Unreasonable’. You will be informed if there is a way to
resubmit the request so that this is within a reasonable response time
(e.g. below 18 hours for Freedom of Information), or the cost of
completing the request if you would like to pay for the work to be done.
In this event, the fee must be paid before the information is provided and
timescale will be suspended until payment has been processed. In the case
of EIR or Subject Access your request may be extended which allows
additional time to compete the request in the case of voluminous or
complex cases.

In responding to this request and having given due consideration to the amount of work involved in;
• determining whether the Council holds all of the information;
• finding the requested information, or records containing the information;
• retrieving the information or records;
• extracting the requested information from records; and
• assembling the information required for the time period indicated

the Council is unable to provide the required information within the statutory timescales of 18 staff hours and appropriate cost limits of £450 set out in the Act, without a charge of £25 per hour being applied. This is because records for the majority of the specified period are archived, however, it would be possible to provide such information for the latest three year period. Please can you confirm if you would like us to proceed with just the latest three year period in regards to your request?

Thank you for the detailed explanation, it was not my intention to cause more that 18hr of work so please can I propose this.

1) Simple provide a list of roads & postcodes which have had a reduction in speed limit for as far back as you can without exceeding a 7.5 staff hours work.
2) As you proposed: provide the original requested roads and reasons data, dating back 3 years.

the information in response to your request.

Original request: 1. Please can you provide a list of Roads & Streets
which have received speed limit reductions since 1st Jan 2010 in the
Borough along with the reasons for and data associated with the decisions
to make reductions to the speed limits.

Following communication with the applicant we are able to provide the last
3 years within the appropriate limit which they have agreed to and the
Council will proceed on that basis.

2017-3 Bell Foundry Lane Temporary 40mph Speed Limit - The restrictions
are necessary to enable Berkley Homes contractors to undertake highway
improvement works in relation to a new development in safety.

2017-6 Eastern Relief Road, Shinfield - Permanent 30, 40, 50mph Speed
Limit - along the lengths of roads specified in the Schedules - Imposition
of speed limits related to new road design speed.

2017- 011 B3348 Fleet Hill, Finchampstead - reduced speed limit to help
accident prevention along these roads and create an environment that is
safer for all road users.

2018-004 Langley Common Road, Biggs Lane & Rickman Close, Arborfield -
reduction in speed limit following change of road function following local
land use development.

2019-001 Bell Foundry Lane - restrictions to enable Berkley Homes
contractors to undertake highway improvement works in relation to a new
development in safety.

Dear Sir/Madam,

Firstly thank you for the information to date, please can you review it again and confirm it is 100% complete. The reason I ask is, that no data on 2020 has been provided and I am aware of two TROs in 2020 see below.

1. Reference TMO/P002/20 Speed Limits Reduction – Sheerlands Road –Section A 60mph to 40 mph – Section B 60mph to 30mph. See Link Below

2. A327 Between the area above and the 40mph Residential area of Reading Road towards Eversley, this road was National Speed limit and has been reduced to 50mph as part of the new bypass works in early Nov 2020. TMO/P002/20 clearly show this section to be National Speed Limit but the current road signs have all been replaced with 50mph. No TRO can be found to support it.

Can I respectfully request a re-review of the data provided to include these two and any others which may have been missed please?

Please can you provide an update to my request for an internal review on the 9th Dec because you missed out at least 3 speed limit changes in your reply.

To clarify again the data you provided was not complete it has missed at least these and probably others.
