Road Safety Audits

May I please have copies of the Road Safety Audits relating to the North South Cycle Super Highway along St George’s Road, Lambeth Road, Westminster Bridge Road, Waterloo Road, the first section of Blackfriars Road, Borough Road and St George’s Circus (ie the parts of these roads that have been altered to accommodate the cycle superhighway).

Road Safety Audits.

 

Your request has been considered under the requirements of the Freedom of
Information Act 2000 and our information access policy. I can confirm that
we do hold the information you require.

 

Please find attached the Road Safety Audits for the North-South route as
requested.

 

Attached is:

-       RSA1 for the whole route

-       RSA2 for St George’s Rd

-       RSA2 for St George’s Circus (includes Lambeth Rd, Westminster
Bridge Rd, Borough Rd and London Rd)

-       RSA2 for southern end of Blackfriars Rd (extends as far north as
The Cut junction although not all of this has been opened yet)

 

Please note that in accordance with TfL’s obligations under the Data
Protection Act 1998 (DPA), personal information such as signatures and
direct telephone numbers have been removed from the attached invoices, as
required by section 40(2) of the FOI Act. This is because disclosure of
this personal data would be a breach of the DPA, specifically the first
principle of the DPA which requires all processing of personal data to be
fair and lawful. It would not be fair to disclose this personal
information when the individuals have no expectation it would be disclosed
and TfL has not satisfied one of the conditions of Schedule 2 of the Data
Protection Act which would make the processing ‘fair’.

My apologies for not having responded sooner but I now find that one of the documents, the third one listed, CSNS RSA1 whole route Redacted.pdf, has been sent at a lower resolution than the others and the plans are illegible. Could you kindly supply this one again, perhaps in the same format as the others?

Dear FOI,

I read your reply with some surprise as in November 2014 Baroness Kramer, Minister of Transport confirmed to the House of Lords:

"In accordance with Transport for London’s document retention policy for Road Safety Audit reports and related information, these records must be retained for a period of 21 years from the date the report is issued."

Why therefore are you not keeping legible copies? Looking further only on one of the four documents can you clearly read the date and the legend. One is also in a format so pale that reading and printing are problematical.

Also I asked for all Road Safety Audits but Stage 3 which should have been done before the design was opened to the public or at least immediately thereafter is not included.

Please find attached relevant Road Safety Audits (RSAs) which have been
undertaken since opening sections of the cycle track. We undertook interim
RSA stage 3 audits before opening the two sections of cycle track
currently in use. We then monitored the sites and subsequently a few
changes were made to the design at St Georges Circus and The Cut. We
undertook RSA 1/2 audits on these design changes before implementation. We
continue to monitor the open sections of the track and the RSA team have
advised that they have no concerns. A full RSA stage 3 audit will be done
once the full scheme is launched.

 

Please note that in accordance with TfL’s obligations under the Data

With regard to your comments about holding legible copies, we do have the
Word copies of the audits where the pdfs are faded, however as these are
not the signed copies we do not usually release these as they would appear
to be incomplete.
