duty to ensure that "the highway authority knew, or could
reasonably have been expected to know, that the condition of the
part of the highway to which the action relates was likely to cause
danger to users of the highway". It is generally understood that
this means that you will carry out inspections of the condition of
the highway to ensure that it is good enough.

Please could you let me know:

The method that you use to inspect the highway namely Dalkeith Road Harpenden. How many times has this road been subject to complaints from residents regarding potholes, how quickly have these complaints been investigated and what action has been taken.

The last date the road was inspected.

The number of defects noted on Dalkeith Road.

How soon after the inspection which found defects they were fixed.

Dear Information Governance,
thank you for your reply.
I would like the information regarding complaints/ inspections/ repairs / action taken to be over the last 3 year period.
It would also be helpful to know what criteria has been adopted to decide which potholes to repair, and in particular the measurement of the depth / breadth of the pothole. Also what test of the road being 'dangerous' is being adopted.

Clarification:

3 years - take this from 17th March 2014

 

Your request for information has been considered under the Freedom of
Information Act 2000. I can confirm that Hertfordshire County Council does
hold the information you have requested, and can respond as follows:

 

1.  Carriageway safety inspections are undertaken from a slow moving
vehicle (a driver and a inspector - two people) driving at an appropriate
speed (with regard to safety, road conditions and traffic).

 

Footway safety inspections with a safety inspection interval of 6 monthly
or annually are inspected from a vehicle as a combined carriageway and
footway inspection.  However, when inspecting footways, it may be
difficult to obtain the necessary level of accuracy from vehicle based
inspections and walking should be used in these circumstances.

 

Footway safety inspections with a safety inspection interval of monthly or
3 monthly,  or Footways that are of paving slab construction; are tree
lined; where the distance between the edge of the carriageway and footway
is greater than 2 metres; which are elevated at a height greater than 1
metre above carriageway level; which are lower than 0.5metre below
carriageway; and where visibility from a vehicle is impaired by an
obstruction – e.g. parked cars, barriers etc; are walked and recorded as a
separate inspection from the carriageway.

 

2. Please see attached customer services report . Please note, names and
third party personal data have been redacted from all reports in
compliance with the Data Protection Act 1998, as the County Council does
not consider there is a public interest in releasing this information

 

3. & 4. The carriageway is inspected quarterly, the last inspection took
place on 19th February 2014. The last report (Condition survey) is
attached.

 

5. See attached two maintenance management reports. The first covers
relates to the customer services report - 3 years of reported faults to
17th march 2014. Please note, this will also include faults identified
during inspection. Also  due to batch import of historical maintenance
data there may be some older maintenance records included.  The second
report relates to post 19th February maintenance only.
