Please provide details of all substances previously used, currently used and under consideration for highway and pavement de-icing and ice-prevention (pre-treatment) by Highland Council and any of its partner services and contractors. This should cover substances applied either as a solid or liquid and should include the Council's understanding of the benefits of using such substances, tangible or otherwise, and the associated risks to the Council, members of the public and the environment. Please provide copies of any documents related to decision making and risk assessment.
