Road Closures For Events on Highway
Dear Cambridgeshire County Council, (CCC)
An event is held by the Fitzwilliam Hunt on every Boxing Day on High St, Stilton, Peterborough PE7 3RA.
The event is staged on the High St, Stilton. Could you please provide any information you have related to the following questions please. I understand this area where the event is staged is Public HIghway and under the control and maintenance of CCC.
1/ Have CCC been informed of the event under any official capacity since 2015 to 2019 inclusive.
2/ Do CCC have any records of event applications relating to this event for the years 2015 to 2019 inclusive. Could you supply copies if you have them please.
3/ Do CCC have any risk assessments submitted by the Fitzwilliam Hunt for the Boxing Day event for the years 2015-2019 inclusive. Could you provide copies please.
4/ Can you confirm and provide details of any application to the Event Safety Advisory Group for the years 2015-2019 Inclusive. Could you confirm dates & years if you have them please.
5/ The event is staged on the HIGHWAY. Could you confirm if CCC has been involved in the issuing of any Town & Police Clauses Act 1847 Section 21 road closures for this event TPCA. Please provide any documentation for the years 2015-2019 inclusive
6/ Could CCC confirm IF Cambridgeshire County Council as the highways authority have issued a road closure under Temporary Traffic Regulation Order (TTRO) for Special, Sporting or Specified events for this Boxing Day , Meeting . If no TTRO is issued do CCC have any information relating to a road closure for this event.. Please provide any information relating to TTRO if you have it please.

Could I please ask a question about the Risk Assessment provided by CCC under Appendix 5 of the FOI.
It appears to only relate to erecting and removing signs on the highway... only 1 page supplied.
Could you confirm that is all the RA supplied form the Fitzwilliam took into account for this event.
It is possible that the further pages have not been attached by error, if so could please forward them to me. Thank-you
Could you please supply any additional pages ..
I understand that personal information as per Section 40 may be redacted or with-held if it relates to a named individual. However, I cannot see how this would need to be done for the risk assessment?

Appreciate your reply. It appears your understanding of what & where the event is staged is different from the actual location.
You are incorrect in that the event is held on PRIVATE LAND it is on PUBLIC HIGHWAY which is why the road is closed under TTRO.
The HIGHWAY is closed and the meeting lasts for over an hour ,the road is closed for longer. It is a social event held on PUBLIC HIGHWAY and as such needs correct Risk assessment, traffic management, event plans. These are needed to inform and protect ALL members of the public not just people attending the event.
