Risk audit for the redesign of junctions on A41 between Baker Street/Park Road and Oxford Street/Park Lane

Response to this request is long overdue. By law, under all circumstances, Transport for London should have responded by now (details). You can complain by requesting an internal review.

Dear Transport for London,

Please provide the risk audits and mitigation measures applied (road markings, signage, TRO etc) relating to the change in traffic management for the A41 (conversion from a 'dual carriageway' of 2 x 1-way streets to a single 2-way route on 1 street)

This to include plans of before & after as relevant to this project

Yours faithfully,

Dave Holladay

FOI, Transport for London

Dear Mr Holladay

TfL Ref: 3286-1819

Thank you for your email received by us on 28 February 2019 asking for
information about the redesign of junctions on A41 between Baker
Street/Park Road and Oxford Street/Park Lane. I apologise for the delay in
acknowledging your request.

Your request has been considered in accordance with the requirements of
the Freedom of Information (FOI) Act  and our information access policy.
Unfortunately, from the description provided, we are unable to identify
the information you require.

To enable us to assist with your request, please provide a more detailed
description of the information you’re seeking together with any other
details you think might help us locate the information you require. For
instance we do not recognise the term ‘risk audits’. Could you clarify if
you mean Road Safety Audits or something else. Can you also confirm what
you specifically mean by ‘mitigation measures’ and what information you
are specifically asking for.

Please can you confirm the location which your request relates to please,
for example is it Gloucester Place and Baker Street from their junctions
with Oxford Street in the south to their junctions with Park Road to the
North or another area.

This scheme was designed, sponsored, project managed and constructed by
Westminster City Council.  Copies of the consultation plans and responses;
existing, proposed and construction drawings, links to the Westminster
Traffic Management Order (TMO) and Cabinet Member Reports are all
available on the following website and you may find it helpful to look
here before resubmitting your request:

The Freedom of Information Act allows you to request recorded information
held by Transport for London. There are limits on the time that we are
required to spend determining whether we hold the information you are
requesting and the time spent locating, retrieving and extracting it.
Therefore you should identify the information that you want as clearly and
concisely as you can, specifying the types of document that you are
looking for. You might also consider limiting your request to a particular
period of time, geographical area or specific departments of the
organisation. This is a large scale project which has been in process for
more than 4 years.  Please provide a time period for which you would like
the information from.

Although your request can take the form of a question, rather than a
request for specific documents, we do not have to answer your question if
it would require the creation of new information or the provision of a
judgement, explanation, advice or opinion that was not already recorded at
the time of your request.

Please note that the 20 working day deadline for responding to your
request will depend on when we receive satisfactory additional
information to help clarify your request.

If we hear nothing further from you by 27 March your response will be
treated as a new request.

In the meantime, if you have any queries or would like to discuss your
request, please do not hesitate to contact me.

Yours sincerely
