Dear Freedom of Information,

Thank you for your response in which you state that you're not obligated to provide the information due to the length of time it would take. The Freedom of Information Act states your obligation to advise and make recommendations of how to narrow requests you consider too wide. We note this has not been done.

Nevertheless we shall proceed as if you asked us for clarification and now re-phrase the request to now state as follows:

Please kindly provide a copy of all risk assessments your council has ordered over the past 24 months for the protection of volunteers in libraries. We're solely interested in risk assessments carried out on training courses intended for volunteers before your council makes such courses mandatory to those volunteers.

The purpose of the risk assessment is to ensure the training courses wouldn't pose a mental health risk to volunteers. For instance a risk assessment of a training course about 'child welfare' would point out that this course may be inappropriate for adults who themselves have been victims of child abuse. Thus before trying to mandate volunteers to carry out such a course the council would take this into account.

Definition of 'volunteer': A person who donates his/her time or efforts for a cause or organization without being paid. A person who works in a soup kitchen for free is an example of a volunteer. A council would have volunteers in various roles such as cleaning the streets, helping in museums, providing computer tuition or other activities in libraries (all without payment).

Definition of 'risk assessment': A risk assessment is a systematic process of evaluating the potential risks that may be involved in a projected activity or undertaking.

Definition of 'mandatory': Must be completed if volunteer wishes to continue with you.

Scope of 'mandatory': This includes courses you have told your volunteers are mandatory (regardless of whether the law tells you they are mandatory).
