Risk assessments in adult training sectors
Dear Leicestershire County Council,
Please kindly provide a copy of all risk assessments your council has ordered over the past 24 months in service areas which provide education/training/tuition to adults ran by either employees or volunteers. This would for example include training centres, libraries, schools and colleges.
Definition of 'employees': Individuals employed by your council to do a specific job in exchange for a wage/salary.
Definition of 'volunteer': A person who donates his/her time or efforts for a cause or organization without being paid. A person who works in a soup kitchen for free is an example of a volunteer. A council would have volunteers in various roles such as cleaning the streets, helping in museums, providing computer tuition or other activities in libraries (all without payment).
Some of the above information has been formulated as a result of clarification requests. If your council requires further clarification please kindly let us know.

Could you please define what is meant by 'risk assessment' and specify what information you expect to receive?
Could you also please clarify what is meant by 'ordered' - does this mean any and all risk assessments across the authority or alternatively those that we have paid for externally?

Dear Leicestershire County Council,
Thank you for your request of clarification. As a result of other clarification requests on this matter we would like to re-phrase our request to now state:
"Please kindly provide a copy of risk assessments your council has arranged to be carried out over the past 24 months for the protection of employees and volunteers in libraries. We're solely interested in risk assessments carried out on training courses intended for library staff or volunteers before your council makes such courses mandatory to those staff or volunteers (regardless if they are mandatory in law).
The purpose of the risk assessment is to ensure the training courses wouldn't pose a mental health risk to staff. For instance a risk assessment of a training course about 'child welfare' would point out that this course may be inappropriate for adults who themselves have been victims of child abuse. Thus before trying to mandate staff and volunteers to carry out such a course the council would take this into account.
