Risk Assessment that HSE reviewed (PPE for Primary Care staff treating COVID-19 patients)
Dear Health and Safety Executive,
I refer to an email which HSE wrote to the IPC Cell on 3 February 2020 at 13:54hrs and which can be found here:-

In that email the writer refers to a meeting held the previous Friday (31 Jan 2020 at 16:00).
I am requesting copies of several items of information mentioned in this email:
First bullet point on page 1: HSE provided a response to the IPC Cell which appears to approve a recommendation for fluid resistant surgical masks (FRSMs) to be worn by primary carers when providing close contact with covid patients. The HSE response was made, having taken account of a risk assessment of which they had been sent a copy to review:
Request 1: Please would you provide me with a copy of that risk assessment.
Third paragraph from the bottom of page 2: there is a statement "I am keen to know HSE opinion on legal issues around recommending surgical masks prospectively":
Request 2: Please provide any letters or emails which might have communicated HSE's opinion about this
Near the bottom of page 3 there is a statement "HSE would need to see NERVTAG recommendations prior to formal comment
Request 3: The NERVTAG recommendations that HSE reviewed subsequent to this meeting; and
Request 4: HSE's "formal comment" following that review.

major impact on our ability to undertake day-to-day operations which has
resulted in HSE not always being in a position to respond to requests
within the statutory / recommended deadlines detailed above. HSE ask for
your patience at this time and assure you a response will be provided
within due course.
