Dear Haringey Borough Council,

Can you please provide any documents, briefing papers, policy papers, emails and reports which set out any risk assessments undertaken regarding the re-design proposals 2015 for Haringey's children's centres. Please supply documents showing the evidence base used in determining these proposals, pertaining in particular to the risk assessment concerning governance arrangements for hubs and community access points.

Please provide any reports submitted to Haringey Local Children's Safeguarding Board regarding the planned cuts on children's centres, including any risk assessments.

Thank you for your request for information received on 02 November 2015
and my apologies for the delay in responding. In your request, you asked
for the following information:

 

Any documents, briefing papers, policy papers, emails and reports which
set out any risk assessments undertaken regarding the re-design proposals
2015 for Haringey's children's centres. Please supply documents showing
the evidence base used in determining these proposals, pertaining in
particular to the risk assessment concerning governance arrangements for
hubs and community access points.

 

Any reports submitted to Haringey Local Children's Safeguarding Board
regarding the planned cuts on children's centres,  including any risk
assessments.

 

My response is as follows:

 

The recommendations which went to Cabinet and were approved on 10th
November regarding the redesign of Children's Centres did not contain the
proposal to establish hubs and community access points which went out for
formal consultation. In light of the responses to this consultation,
including concerns about governance arrangements, we did not press ahead
with these proposals but rather concentrated on maintaining a fixed,
albeit reduced, number of children's centres across the borough.

 

The wider redesign proposals were supported by extensive engagement and
consultation which highlighted a series of risks and issues for
consideration. These were responded to in the suite of Cabinet papers in
detail, including a comprehensive Equalities Impact Assessment. The
Cabinet report itself contained all identified risks and issues, with
their mitigations, and was the summary of all previous draft papers
prepared in relation to this issue.

 

There was no formal paper to the Haringey Local Safeguarding Children’s
Board on Children’s Centres. There are, however, regular updates to the
Board on Early Help and the proposed redesign of Children’s Centres was
included as an oral update to the Board.
