Risk Assessment data relating to the removal of school crossing patrols

Dear Suffolk County Council,

Please can you provide me with with following information for each of the school crossing patrol sites in the county (some of which are not currently in use). I believe that there are 72 such sites.

I appreciate that this is not a trivial amount of information, however it is the sort of information that is recommended by RoadSafetyGB (previously the 'Local Authority Road Safety Officers Association) to allow officers and councilors assess the risks associated with each site. As such I would hope that this information will already be available. Conversely, if councilors are to be asked to make their decision without the above information then I think that is a matter for the public record.

If information for any site or for any category is not available then please provide meaningful alternative information if available and explain the nature of the provided data. For example if the 85 percentile vehicle speed figure is not available then please provide any suitable alternative information. If no information at all is available for a particular site for a particular category then please state this.

If the requested information is not currently available but relevant information will be collected at a future date prior to a decision being taken by councillors then please state what will be collected and when it is predicted that it will be available. Do not hold up a response waiting for information which is not available within the 20 day period.

If the information is elderly and thereby of dubious relevant (ie traffic counts that are more than two years old) then please indicate the age of the data and the risk associated with it.

I will be happy to provide clarification if required.

Requested information for each site:

1) The name of the main school (or schools) for which the crossing patrol is primarily provided
2) The name of the road/street across which the crossing patrol operates
3) The grid reference for the location of the patrol (Easting, Northing)
4) Whether the post is current filled or vacant
5) Counts of pedestrians/cyclists using the crossing patrol during the period of operation (morning and afternoon combined including parents, children and infants and counting twice if a parent uses the same crossing twice in the same session - eg, once to drop off and once to return home after dropping off).
6) Estimated current traffic counts for motorised vehicles as vehicles/hour or otherwise for the relevant road for the relevant hours.
7) The 85% speed at each location for the relevant hours.
8) The total KSI figure for each location for the past 5 years.
9) Any other relevant information relating to the need for a patrol at the site.
10) An overall assessment of risk using an appropriate linear scale based on the above or on any other appropriate process.

Thank you for the supplied information.

I have a number of questions/observations:

Observation/Question 1) I was disappointed to receive the available information in .pdf and .jpg formats rather than .csv as requested. This make is difficult to rework and analyse the data. If you were able to provide the relevant tabular information as a spreadsheet (or spreadsheets) this would be very helpful.

Observation /Question 2) The .jpg map showing the location of the crossing patrols indicates that you do have the locations of the patrols. It would be helpful to have these in a spreadsheet format. In the form given it is of very little use.

Observation/Question 3) The PV calculation would appear to need a vehicle count which is not available in the pdf. Could this be provided - ideally as a spreadsheet.

Question 4) Will you provide the results of the audits taking place in the coming month as an update to this request or will a further request be necessary.
