Risk assessment and management of protests Saturday 3/8/24
Dear Merseyside Police,
Can you supply the risk assessments that you actioned in the operational plan for policing the two protests held on 03/08/2024 one at the Pier Head and one at St George’s plateau, in particular the part of the plan that allowed the gold commander to allow the St George’s plateau protest to move from its position and match towards the opposing protest at the Pier Head ?

I refer to you below e-mail.
The internal review was registered, and a response sent to WDTK.com on the 10th September 2024, completing the internal review process.
As a result of this e-mail the WDTK.com site has been searched and it appears that there are two entries for your application and internal review. The links located are:

I do not know why there are two entries on WDTK.com which are different, that is a matter you will have to take up with WDTK.com staff.
In respect of the response to the Internal review, Internal Review 2024-IR-1221, I have attached above a scanned copy of the response e-mail.
Having regard to your application and your subsequent internal review, I believe that you may not be content with the response to the internal review.
I can only draw your attention to section 1, Freedom of Information Act, 2000, were at the general right of access is described as relating to , 'the public authority whether it holds information of the description specified in the request' and then 'if that is the case, to have the information communicated to him'.
Your FOI request [DJ2024-1059], the request was that the 'risk assessments' be supplied. As stated in the response no information is held.
Your e-mail below is referring to an entirely different matter, 'information in relation to risk management of protests'.
You are entitled to make a FOI application to the Force for the information that you seek. Please bear in mind the FOI obligation and be precise in respect of any wording used in a future FOI application.
I must tell you that because of the disorder, the Force implemented as publication strategy, which is operative until 11th October 2024, and one of the heads of information is "Decision Making
Gold/Silver Group Minutes - Minutes of joint strategy meetings, Policing plans". As such if an FOI application falls within the publication strategy, the Force is entitled to apply the section 22, exemption provision.
I trust the above answers why you believe that a response to the internal review had not been sent and informs you about the original response.
