What was the expected impact on immigration figures and people overstaying visas? What costs were expected in terms of deterring legitimate business and student numbers from targeted countries?

Can you please share any correspondance or documents in the run up to this announcement, in the early scoping, that pertain to its possible impact or cost-benefits. Please include the advice given by civil servants and special advisors to the relevant Ministers.
