RIS2 statement of funds available - source documents

The request was partially successful.

Dear Department for Transport,

Please refer to
https://www.cleanhighways.co.uk/wp-conte...

In it Serumun Biams says "I am writing to advise that any further financial breakdown of the table set out in the RIS2 document is not held by the Department"

This implies that the figures shown were not sourced internally by totalling component elements but taken from externally provided documents.

Please provide me with copies of these external documents.

To avoid doubt:

1.I am only interested in the in information extant at the time of the publication of RIS2

2. I am interested in documents relating to all of the figures in the table.

3. I want to see the documents in their entirety not just what you might consider are the relevant sections.

4. If any of them contain information which you consider exempt please provide the document with the exempt information redacted saying why for each element removed rather than refuse any document as a whole.

I look forward to hearing from you.

Yours faithfully,

Peter Silverman

Dear Department for Transport,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department for Transport's handling of my FOI request 'RIS2 statement of funds available - source documents'.

I have not asked for "granular information" but for copies of the source documents from which the figures were taken which I presume must have been provided externally.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/r...

Yours faithfully,

Peter Silverman

Mr Patel you say:

“I recognise that perhaps it could have been made clear to you at the outset that the information contained within the table was sourced from the Statement of Funds Available spreadsheet subsequently provided by ORR, but nonetheless, I am satisfied that no further information is held with regards to how the figures were sourced within the table that was provided to you in a previous response numbered F0018436”.

[Please note that the DfT letter under ref F0018436 dated 5th May 2020 (1) merely “provided” the table from RIS2 which I had reproduced in my request of 17th April (2).]

If the information contained within the table was sourced from the Statement of Funds Available spreadsheet, provided to me in a heavily redacted form by ORR, then your review should have concluded that Michael Corridan in his response of 7th October (3) was wrong to say your Department did not hold more granular financial material than what is published in RIS2 as it presumably still held the spreadsheet.

You should then have provided me with a un-redacted copy of it or a redacted copy explaining on what grounds the redactions were being made together with details of any public interest test you should have carried out.

Only then could you consider not supplying a redacted copy on the grounds that your redactions were co-incidental with those of the ORR.

Will you now reconsider your review?

Dear Mr Silverman

Thank you for your email dated 20 November 2020.

The ORR spreadsheet from which the figures were sourced was provided in
redacted form to the Department. As noted in my response, this has already
been provided to you by the ORR.

Should you remain unhappy with the outcome of the internal review, you do
have the right to revert to the Information Commissioner’s Office, the
contact details are as set out in my response.

Kind regards
