Dear Hertfordshire County Council,

1. In your Rights of Way Improvement Plan you have the following objective:

“To create, by 2026, an accessible and integrated off-road network for non-motorised users based on rights of way and other routes, that meets the current and perceived future needs and demands of Hertfordshire’s residents and visitors”

Can you confirm:

a. How many historical Rights of Way (RoW) you have identified to date between 2017 and today?
b. How many new RoW have you identified to date between 2017 and today?
c. How many of the above have been added to the Definitive Map?

2. How many applications have you received from outside of Hertfordshire CC for the registering of historical and/or new RoW for each year since 2010 and how many those have been decided upon?

3. In your 2017 Improvement plan you have marked up Rush Green roundabout in light blue which indicates (according to the key) that you are intending to add a RoW which will then continue SE along the A10. Can you confirm:

a. Whether this will provide a safe route across the roundabout for pedestrians and cyclists to access (as per request 2/05):

i. The Restricted Byway leading to Walnut Tree Walk from Rush Green roundabout (which provides a cycle path to the schools from Foxholes)?
ii. The current footpath from Stansted Rd to Hertford Heath which is on the line of Ermine Street and which you have indicated is to be improved to allow cycling?

b. What year you have the above works programmed for?

Your request for information has been considered under the Environmental
Information Regulations 2004 I can confirm that Hertfordshire County
Council does hold the information you have requested, and can respond as
follows:-

Can you confirm:

a.     How many historical Rights of Way (RoW) you have identified to date
between 2017 and today?

5  - These type of issues are rarely identified by HCC, but rather
identified by others, e.g. the public.

 

b.     How many new RoW have you identified to date between 2017 and
today?

14  - These type of issues are rarely identified by HCC, but rather
identified by others, e.g. the public.  For example on planning /
development sites.  HCC generally don’t necessarily identify the new
routes, we respond to planning applications and offers of new routes on an
ad-hoc basis, from developers, parishes, districts, etc.

Important north-south connection between large Hertfordshire towns. 
Connects to Stevenage cycle network and Lister hospital. Ramps (under A1)
130+190m dual surface. 290m resurface unsealed.  760m resurface sealed. 
ROYSTON EAST DEVELOPMENT

Royston FP017

Ref: AT01-32

Potential traffic-free route for travel into large Hertfordshire town
where crossing a dual carriageway is currently the only option. Aim is to
make use of existing bridge and underpass in private ownership and
re-route Rights of Way.  Improvement works once legalities are agreed.

can be delivered depends on demand, feasibility and funding, etc.
