Right of Way and Traffic Regulation Orders in East Sussex

I would like to make a request using the Freedom of Information Act for data that you may hold.
1. A current, definitive map of Public Rights of Way within East Sussex.
2. Any information held on active Traffic Regulation Orders that may affect motorised vehicular access to byways and other unclassified roads within East Sussex.
If the decision is made to withhold some of this data using
exemptions in the Data Protection Act, please inform me of that
fact and cite the exemptions used.
If some parts of this request are easier to answer than others, I
would ask that you release the available data as soon as possible.
If you need any clarification then please do not hesitate to
contact me. Under Section 16 it is your duty to provide advice and
assistance and so I would expect you to contact me if you find this
request unmanageable in any way.

By "Active" TRO's, I mean TRO's that are currently in force. I am specifically interested in TRO's that affect Byways Open to All Traffic and their right of navigation to motor cars.
If information is available on TRO's "going through the process" (i take this to mean under consideration) I would be interested to see this as well.

RESPONSE
Part 1 - “a current definitive map of public rights of way within east
sussex”
Section 21 Freedom of Information Act provides that a public authority is
not required to provide information upon request where that information is
reasonably accessible to the applicant elsewhere. The definitive map is
available to view by appointment and can also be found online at the
following link.

We will therefore not be providing a copy.
Part 2 – “Any information held on active Traffic Regulation Orders that
may affect motorised vehicular access to byways and other unclassified
roads within East Sussex.”
Your request isn’t entirely clear. We are unsure whether you are simply
looking for basic information regarding the closures on our byways, or
whether you are seeking all background information , for example
consultations and copies of orders. Section 16 FOIA requires us to offer
assistance to applicants to enable them to obtain what they require. To
this end, please find attached two lists. The ‘County byways list’ gives
the location identifying details of all of the county’s byways. The Byway
TRO list gives details of the orders currently affecting byways and the
orders under consideration. Both lists give map references for the byways
which can be used to identify the location of the routes on the online
map.
The request is further unclear where it asks for details of orders
affecting “byways and other unclassified roads in East Sussex” . If your
request is taken to also include any TROs affecting Unclassified County
Roads (UCR’s) then it includes the main highway network.
However, the request goes on to clarify that you are “specifically
interested in TRO’s that effect Byways Open to All Traffic“. We
therefore believe that your interest is confined to orders applied to
byways, and that the reference to “unclassified roads” is probably not
intended to infer an interest in orders affecting the main highway
network. Please advise if this is not the case.
