Right Blether budget
Dear Scotland's Commissioner for Children and Young People,
Please provide me with the full budget for "A Right Blether" (broken into key categories such as staff costs, travel, accommodation, subsistence, materials, hire of venues etc).
Please also give full details of staff time allocated to the project, broken down by grade of staff, split by those employed solely on it and those who are only partially involved in it.
Estimates and actual expenditure for the full budget and for staff time should be provided for the financial year 2009/10 and for the first quarter of 2010/11.

Many thanks for your reply. I would be grateful for some additional detail to clarify the helpful information you have provided.
1) Although you have provided details of staff time, there is no information about the time the Commissioner has spent on the project. Please can you provide details of the time he has spent on the project and his own associated travel and subsistence costs
2) What system is used to record staff time allocation to the project ?
3)Please could you provide copies of records generated from the system relating to A Right Blether.
4) The budget indicates the cost for various categories associated with travel and meetings promoting "A Right Blether". However this information does not indicate how many trips/meetings have taken place, where these meetings were held, and the subsistence costs associated with these meetings. Please could you provide this detail.
5) Please could you let me know details for further promotional trips planned to take place before the end of the

1) You have asked us to provide copies of records generated from the system relating to A Right Blether. Are you referring to records generated from a system to record staff time allocation or are you referring to official records held on 'A Right Blether' project.
2) Unfortunately the request you made under number 5 for details of further promotional trips planned does not have a date. Can you provide me with a timescale?

I would have expected the Commissioner to keep a copy of his expense claims submitted to SPCB. In these circumstances, I ask that an internal review is carried out in relation to procedures relating to the Commissioner’s expenses claims.
I would appreciate a copy of your internal review procedure for Freedom of Information requests.
I was also very surprised at the lack of time recording, or other system in place to account for expenditure, particularly in relation to such a large budget item as a Right Blether, so that it is properly auditable. Such a system, if used by the Commissioner and other relevant staff,would be a fundamental basis for monitoring and managing such a budget. Could you let me know if SCCYP have plans to introduce such a system?
