RE: Freedom Of Information Act 2000 – Information Request – Richmond Electoral Register

I am writing to request information under the Freedom of Information Act 2000. To help guide you with the information retrieval, I have focused my request in the below categories:

(a) The full postcode of properties that are not registered within the electoral register, within the Richmond Upon Thames Borough.

I would like to receive the information in electronic format if possible. If you need further clarification, please contact me by email and/or phone.

If my request is denied in whole or in part, I ask that you justify all deletions by reference to specific exemptions of the act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive fees.

I would be grateful if you could confirm in writing that you have
received this request. I look forward to your response within 20
working days, as outlined by the statute.

Considering your response above, I agree that a full inbound postcode may release personal information, if it is allocated to only one or a couple of properties.

To reserve some sense of privacy could you please provide:

1. The postcode sectors (incode) where properties not registered on the electoral roll are 10 to 25 % of the total amount of properties (registered and unregistered) within the postcode sector (incode)

By filtering in such a fashion the minimum amount of properties, which will be release in any sector will be 4 with only one not being on the electoral register.

Furthermore, even if a property is not registered on the electoral register it signifies nothing more than not being a demise which is registered on the electoral register, it is not a sign as to whether it is empty or not.

Our response:

 

In accordance with the Representation of the People Act 1983, the
Electoral Registration (ER) & Returning Officer (RO) is a 'separate'
appointment from other Council duties and under the provisions of the Act
mean that all ER & ROs are not subject to the provisions of the Freedom of
Information Act.

 

However we provided the previous response in order to offer assistance.
Unfortunately this is all the information we can provide in response to
your request.
