Dear East Sussex County Council,

Background

Planning Application LW/17/0226 included a Transport Assessment which Lewes District Council LDC referred to East Sussex County Council ESCC as the Highways Authority responsible for the sections of the A259 road that are in Lewes District.

As this was highly technical it is assumed that when this was passed to LDC, it was accompanied by a less technical summary of the key conclusions, to assist LDC in making an informed decision.

No such summary was added to the documents on the LDC Planning Website, nor was the review itself published on the site. That is LDC, possibly following advice from ESCC did not publish the critiques.

Information Requested

Please provide a copy of any information passed to LDC by ESCC concerning the conclusions of the GTA Civils Review, including emails or letters or minutes of meetings or memoranda of telephone calls, about the outcomes of the review.

Please provide a copy of any recommendations made to LDC by ESCC on how the Planning Application might be taken forward, in the light of the conclusions of the GTA Civils Review, including but not limited to suggestions as to the additional steps the developer might take to provide an acceptable Transport Assessment.

Yours faithfully,

the Planning Application might be taken forward, in the light of the
conclusions of the GTA Civils Review, including but not limited to

an acceptable Transport Assessment.

Response

The Transport Assessment Review document is a 21 page document dated April
2017. The review was primarily advice for ESCC as stated in para1.4 of the
document. The content was discussed with the Transport Consultant, Iceni
and the Transport Assessment content was reconsidered and the Addendum was
submitted and made direct reference to the GTA Review document. Ideally
this should have been attached as an appendix as it was not in the public
domain, but was work carried out for the Highway Authority to understand
the implications of traffic impact.

The GTA Review was commissioned for ESCC Highway Authority not for Lewes
District Council. It critiqued the original TA and implied that further
work was required, hence the Addendum was submitted and its content
considered appropriate to meet the planning requirements of the allocated
site policy.

We attached the email that sent to the planning case officer at Lewes
District Council and can confirm that following this the entirety of
highway’s comments that were provided within the consultation response
provided on 05/10/17.

Dear Freedom of Information,

Thank you. I am not sure how to get access to an email server with such a great capacity.

Would it be possible for you to upload to a cloud server so I can down load the file, if not I may have to arrange for a friend to give you a pen drive to copy it to.

Meanwhile, I'm astonished the the response is greater than 100MB, I assume this is the aggregate of several files, so if you could give me a list of the files and their sizes, I may find that a subset of the data is sufficient to satisfy the request. For example, if the bulky files are the traffic videos, I already have copies of these.

Yours sincerely,

rob shepherd

Dear Mr Shepherd,

Thank you for getting back to you so quickly.

There actually isn't a lot of information that is held by East Sussex County Council, it's just the GTA Civils report is in high definition format which has taken up a lot of space. If for any reason you happen to have this report then there are only two sides of correspondence we hold and this would not be very big on its own.

Please let us know how you wish to proceed.

Kind regards,

Dear Freedom of Information,

Thank you. I do already have a copy of the GTA Civils report in a more normal format!

I'm astonished your mail server can handle such a 100mb file, certainly none of the common email servers can (see below) , for fear of flooding in boxes. and it has become standard practice to use "cloud" services for very large files.

%%%%

Gmail 25Mb (per email sent or received)
Outlook.com and Hotmail 10Mb (per file attachment) or 300Gb (only for files attached via SkyDrive!)
Yahoo Mail 25Mb (per email) or unlimited (only for files attached via DropBox – limited by your DropBox account size)
AOL 25Mb (per email sent or received)
Mail.com 50Mb (per attachment) and 10Mb (per file)
